SAN DIEGO (KGTV) -- California Gov. Gavin Newsom is facing a possible recall election as the nation's most populous state struggles to emerge from the coronavirus crisis.Organizers for "Recall Gavin 2020" say they have collected around 800,000 signatures so far. That's more than half of the nearly 1.5 million petition signatures needed to place the recall on the ballot.But state records show just under 500,000 have been turned in so far; of those, 46,756 are from San Diego County.Recall adviser Randy Economy says interest is higher since it was revealed Newsom dined with friends at an opulent restaurant while telling state residents to stay home and not socialize."He's done this to himself," Economy says, pointing out that many business owners are upset at how Newsom has handled the coronavirus pandemic and ensuing shutdowns."More people have suffered who are the heart and soul of California and the backbone of our economy, and we basically have had it."Economy says his group does not plan to hire professional signature gatherers. Instead, they're relying on a network of 30,000 volunteers across the state. They plan to use social media and their website to gain momentum."People have paying attention," he says, "They're at home, they don't have much to do, they're always on social media..."You can download the petition. You can sign it in your home. You can have your family member sign it. You can have your neighbor sign it. It's just just real simple."But a grassroots movement may not be enough. Newsom still has high approval ratings, and won his recent election by the largest margin in California history.UC San Diego Political Science Department Chair Thad Kousser says the 2003 recall of Gov. Gray Davis provides a good comparison.In that recall, the only successful recall of a governor in California history, supports got a huge financial boost from Darrell Issa and also had a big-name challenger in Republican Arnold Schwarzenegger.Kousser says this recall effort has neither."Without the money that it takes to set in place the machinery of direct democracy in California, we're not going to see a recall come to fruition," he says.Newsom hasn't spoken publicly about the recall, but his office released a statement in June. SAN DIEGO (KGTV) -- As school districts across San Diego County work to piece together how the next school year will look like and how they’ll pay for it, others are joining forces to try and get more resources.Two of the largest school districts in California, Los Angeles Unified and San Diego Unified, announced they plan to pool their purchasing power to secure PPE and other equipment that’s needed to safely reopen.They join the other districts in the struggle to find out how to fund all the changes they’ll have to make to keep up with the state’s guidelines in dealing with COVID-19.Last week, the state’s superintendent of schools released a handbook that looks at the options of possibly splitting up students based on grade level, having them report to school on two designated days, and doing distance learning on the other days. They’re also looking to stagger start and dismissal times.While some parents believe having students return to school is easier than virtual learning, San Diego Education Association President Kisha Borden said, “I also think it will create a need for more teachers, we may have to utilize more of our visiting teachers.”The state superintendent is also recommending face coverings before entering campus. They will not need to wear it while eating.In a statement, LA Unified Superintendent Austin Beutner and SD Unified Superintendent Cindy Marten said:“Schools across the state are working around the clock to plan for reopening because students must have the chance to continue their education. Unfortunately, last week the state published 55 pages of new guidelines on districts with no funding attached. Unless the funding needs are addressed comprehensively in the state budget, there is no way schools will be able to follow all the new recommended guidelines required for a safe, responsible reopening in the fall. It is inappropriate to pronounce public guidelines as recommended best practices and then leave districts without the necessary funding to implement them. Schools must be able to reassure parents, students and staff that their wellbeing is being addressed and these guidelines will now be viewed as a minimum threshold.”Meanwhile, in Sacramento, lawmakers just approved a state spending plan that rejects Gov. Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. SAN DIEGO (KGTV) — Customs and Border Protection officers seized more than .4 million over three months across San Diego County's ports of entry, according to the agency.CBP says the undeclared money bound for Mexico was seized between April and June at ports of entry including Calexico, Otay Mesa, Cross Border Xpress, San Ysidro, and Tecate, CBP says.One of the largest stops occurred in May when a vehicle was stopped in Otay Mesa and discovered money hidden in boxes with other items in the cargo area of the vehicle."These various interdictions by our vigilant officers are just a fraction of the regular attempts we see during the year," said Pete Flores, Director of Field Operations for CBP in San Diego.
