San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. Tenants held a rally Thursday morning and are pushing for a rent control bill to be signed into law. Assembly bill 1482 would put a cap on rent for tenants in apartments and single-family homes. "My sense of security is pretty much gone," says Sara McTimmonds. "We don't know if we're going to be in or out." McTimmonds has been living at the Olive Wood Gardens Apartment complex for 12 years. It's a low-income housing complex for seniors and those who are disabled. McTimmonds says she's already had her rent increased twice. "In February, and then in July my rent was going to go up from 550 to 900."Renters are hoping for rent protection. Assembly Bill 1482 would do just that. The bill would make it illegal for property owners to raise rents more than 7 percent in one year. Not everyone is in favor of the bill. The California Apartment Association and the California Association of Realtors say they state underbuilt housing for so many years, and that's why rent is so high. "The five percent, plus the CPI may be enough if you don't have significant operational costs if you don't need a new roof, but that's not a certainty," says Molly Kirkland with the Southern California Rental Housing Association. SAN DIEGO, Calif (KGTV) - Doctors are warning that this winter's wet weather means an early start to allergy season."We anticipate that it could get pretty bad," says Dr. Dana Ger, the Clinical Director of Scripps Health Express.She says her offices have already seen people with all the symptoms; sneezing, runny noses, scratchy throats, coughs and congestion.Dr. Ger says you can blame it on the rain. All the wet weather in January and February kept the pollen close to the ground instead letting it disperse into the atmosphere. It's also creating a perfect environment for allergies to develop."We get mold because we have a warm and wet environment," she says. "With that we have these allergy symptoms."The rain is also bringing a high likelihood of a super bloom, with wildflowers throughout the state. Those will add more pollen to the air.And because allergy season is starting sooner, it could make symptoms worse as the spring moves along."If you have mild allergies when it's a mild spring, or a small amounts of pollen, you can have increasing allergies when there is significantly more amounts of allergies or mold," says Dr. Ger.To treat the symptoms, Dr. Ger recommends a nasal irrigation with salt water or a spray. She also says over the counter medicines will usually take care of the problem.If they don't, Dr. Ger says you should see a doctor to make sure there isn't a bigger problem, like Sinusitis."That's when it becomes critical that we have diagnosis," she says.
