BEIJING, Sept. 4 (Xinhua) -- The People's Liberation Army (PLA) should study and practice the Scientific Outlook on Development in a practical way, Chinese President Hu Jintao said in an written instruction to the PLA recently.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission (CMC), made the instruction as PLA held a meeting here from Wednesday to Friday on its third stage of in-depth study and practice of the Scientific Outlook on Development.     It should be based on the grassroots situation and provide specific guidance; it should give prominence to practice and focus on solving real problems, the instruction said.     It should obtain actual effects and ensure all tasks of the army be completed, the instruction said.     CMC vice-chairmen Guo Boxiong and Xu Caihong and other senior military officials attended the meeting.

BEIJING, Oct. 7 (Xinhua) -- Chinese President Hu Jintao on Wednesday called on police in Beijing to continue efforts in protecting public stability in the capital city, especially in areas near the Tian'anmen Square.     Hu, also general secretary of the Communist Party of China (CPC) Central Committee, made the remarks when meeting with representatives from Beijing's special police forces, traffic police, and armed police who were stationed in the Tian'anmen Square. BEIJING, Oct. 9 (Xinhua) -- China's retail sales of consumer goods totaled 570 billion yuan (about 83.5 billion U.S. dollars) during the National Day holiday, with average daily sales up 18 percent compared with the same period of last year, the Ministry of Commerce said Friday.     Sales of household appliances soared during the eight-day holiday which started from Oct. 1. Among them, high-definition flat screen TV sets, digital cameras, side-by-side refrigerators and 3G mobile phones are consumers' favorites. In the case of Kaiyuan Mall in Xi'an, capital of Northwest China's Shaanxi Province, sales of household appliances gained by 34.7 percent year on year. Customers are seen at a shopping mall in Shanghai, east China, Oct. 8, 2009    Jewelry and cars became hot sellers as well. The sales of jewelry of Caishikou Department Store in Beijing topped 100 million yuan, up 30 percent year on year. Car sales of major car-selling companies in Southwest China's Chongqing Municipality increased by 71.7 percent year on year.     The selling boom in the home appliance and car sectors was partly stimulated by a policy approved by the State Council in June this year, aiming to spur domestic consumption by subsidizing buyers of cars and household appliances, according to the ministry.     For example, consumers can first sell their old household appliances to recycling companies and obtain a certification card from the recyclers. Card holders then can purchase new appliances with a 10 percent cut in prices when showing retailers the card.     Meanwhile, sales promotion in major cities also played an important role in the holiday consumption boom.

BEIJING, Oct. 3 (Xinhua) -- Most parts of China saw limited rainfall through Saturday as people could get view of a bright full moon in clear meteorological conditions at the traditional Mid-Autumn Festival.     Only the southwestern and part of the northwestern regions saw some rainfalls, but starting Sunday, weather in those regions will also clear up for the locals to get view of the full moon, according to China Meteorological Administration.     In the coming three days, parts of the northwestern Xinjiang Uygur Autonomous Region expect a weak rainfall with strong wind. Temperature will drop 4-8 degrees Celsius after the cold front moves over the region.     Meanwhile, parts of the northeastern Inner Mongolia Autonomous Region and Heilongjiang Province will also see some weak rainfalls in the next three days.     The Administration also warns of twin typhoons Parma and Melor churning in the Pacific Ocean.     Typhoon Parma which now is bearing down on the Philippines expects to bring gales and major rainfalls along China's southeastern regions in its course during the coming three days.

HARBIN, Aug. 2 (Xinhua) -- China's chief justice has urged people's courts around the country to make more efforts to maintain social harmony by improving the judges' ability to better resolve public grievance and resentment.     Wang Shengjun, President of the Supreme People's Court, made the remarks during his visit to northeast China's Heilongjiang Province on Sunday.     The people's courts at all levels should organize more professional trainings for the judges to improve their practical abilities required for better handling the people's discontent, Wang said.     The courts should encourage more young judges to work at grassroots positions in which they will encounter complaints and deal with group incidents in the front line, he said.     The people's courts around the country should also improve their working efficiency by adopting more equipment and infrastructure with information technologies, Wang said.
