UPDATE - The Escondido City Council voted 5-0 Wednesday to approve the moratorium on carwashes. Escondido has too many car washes. That's a conclusion the City Council may make on Wednesday, when it may place a moratorium on new car washes in the city.A city report says there are now 28 car washes in Escondido, with more in the planning stages. Instead, the report says the city prefers businesses that create higher paying jobs, more sales tax revenue, and are less intrusive on the surrounding environment. "Escondido has the most permissive policy towards car washes compared to other agencies in North County," the report says. "Currently, there are no special use regulations established for carwash facilities."The moratorium would give the city 45 days to come up with those rules.The issue is coming to light because Neil Capin wants to redevelop an old skating rink at 864 N. Broadway into an express wash. But that's right across the street from a 24-hour mostly manual carwash, with one automated wash. Capin said it should not matter what's across the street, noting that there are plenty of coffee shops and fast food restaurants near each other.Others say the city has too many car washes as it is."I'd rather drive another mile and not have them on every corner," said Ryan Carlson, who was washing his truck at the 24-hour facility on Broadway. Plus, not all car washes are the same. At Soapy Joe's on East Valley Avenue, V.P. Ron Deimling says the company sets itself apart by giving back to the community, having good environmental habits, and investing locally."We provide jobs, we provide training," he said. (AP) — Kanye West's petition to appear on New Jersey's ballot as a presidential candidate fails to pass legal muster because signatures are incomplete, and in some cases appear written in the same hand. That's according to a formal complaint filed with the state on Wednesday by election law attorney Scott Salmon. Salmon, a Democrat, filed the objection with the state Division of Elections after reviewing the more than 1,300 signatures West submitted. New Jersey requires presidential candidates to get 800 signatures to appear on the ballot, but Salmon says he counted more than 600 that were in some way defective. (KGTV) - Loved ones are making a gut-wrenching plea for tips after a hit-and-run crash that left a man on life support, days before his wedding day."I don't know what to do without him," said Sami Johnson, the daughter of Steven Johnson"I'm heartbroken. He was my everything," said Karlene Moen, Johnson's fiancee.Johnson - a father of six and a grandfather - was riding his motorcycle to work at a Lakeside trucking company Friday when he crashed around 5:30 a.m. on southbound Highway 67 just past Willows Road. His first call was to his fiancee."He sounded hurt. He sounded scared, and he was pissed off," said Moen.He posted photos of his injured leg on Facebook. He told Moen a woman in a car cut him off, causing him to crash."He said, 'We locked eyes. She knows I was there ... She just left me and left me laying in the road,'" said Moen. Soon after the accident, he developed chest pains. He was rushed into surgery with a torn aorta. On Sunday morning, Johnson went into cardiac arrest. He was revived but suffered severe brain damage. He was placed on life support. Moen says the he will be taken off life support in the coming days, and his organs will be donated.His wedding planned for Saturday will now be a 'Celebration of Life' service."He'll never see me in my wedding dress that I bought especially for him," said a tearful Moen.She's hoping the driver that caused the crash will be identified.We just want justice. We want her to know she killed him and left him there," said Moen."Who could leave my dad in the road? Two dogs were rescued after they were left inside a hot car in Brooklyn Saturday afternoon.NYPD Emergency Service Unit responded to 64th Street in Brooklyn and quickly gained access to the dogs, NYPD Special Ops said on Twitter.Oxygen was administered as the dogs were getting cooled down by officers.Both dogs were taken to the animal hospital where one is in critical condition with a strong heartbeat, police said.The dogs’ owner was arrested.Saturday’s temperatures reached highs in the 80s and low 90s. Temperatures inside cars are known to be even hotter than outdoor temperatures. 595
