SAN DIEGO (KGTV) -- The man who was armed with a gun when he beat, choked and raped two women in 2016 on consecutive nights was sentenced Tuesday.Jeremiah Ira Williams, 26, was sentenced to 100 years to life, plus 86 year, in state prison after being convicted on May 1 of forcible rape, forcible oral copulation, burglary and making a criminal threat.Deputy District Attorney Trisha Amador told jurors that Williams followed the first victim from a parking structure to her apartment on August 13 of 2016.Jane Doe 1 was afraid when Williams asked her "Where's your husband?" as she approached her front door, the prosecutor said.Williams then knocked her down, robbed her at gunpoint and choked her, Amador said. Once inside, Williams beat the victim before raping her and forcing her to take a shower before he left.The following day, Williams beat and raped a woman working as a prostitute after meeting up with her at a motel in Grantville.Williams got on the bed and asked Jane Doe 2, "Do you want to know what it feels like to die?" He then choked the victim until "she saw stars," then raped and sodomized her, according to Amador, who said the woman was so terrified that she broke a window and jumped through it to get away.Williams’ attorney, Deputy Public Defender Thomas Bahr, told the jury that police had a feeling the two rapes were connected and jumped to conclusions.Bahr alleged that Jane Doe 2 lied throughout the investigation, arguing that her story had inconsistencies.The defense attorney alleged that Jane Doe 2 asked a detective “Can I Sue him (Williams) for beating my (expletive.)” 1616

SAN DIEGO (KGTV) – The City Council is expected to decide on a proposal that would turn two purchased hotels into housing for San Diego’s homeless, and on Monday, Mayor Kevin Faulconer made a push in favor of the plan.Part of California’s Project Homekey includes an initiative to provide more homeless Californians with permanent housing amid the COVID-19 crisis. The project’s budget is 0 million, with million for San Diego County.At a Monday press conference, Faulconer said, “Our goal was to reimagine our homeless system to get folks into housing more quickly with an emphasis on 'quickly.’ Tomorrow, the City Council will have the opportunity to put these dollars to good use for hotels to be transformed into 332 new housing units.”The city is working with San Diego's Housing Commission (SDHC) to turn two Residence Inns -- one in Mission Valley's Hotel Circle and the other in Kearny Mesa -- into apartment-style homes for the homeless.The hotels-turned-apartments would ideally create 300 units for over 400 homeless individuals, many of whom are currently staying inside the San Diego Convention Center's temporary housing facility.But some San Diegans like Josh, who resides next door to the Residence Inn in Mission Valley, are in favor of finding solutions for the homeless crisis but against the locations the SDHC has chosen."If you see the homeless shelters in downtown, those don't look like the best places on outside. A lot of loitering, crowds, so we're not informed on what this will look like," said Josh.He said if the purchase gets approved, he wants there to be strict guidelines for tenants."People who are elderly, have kids, or demonstrated work history. SAN DIEGO (KGTV) — Teachers, grocery workers and police officers are among those slated to receive the COVID-19 vaccine in the next phase, but there is still debate about how best to prioritize those industries during the rollout.After the vaccine reaches individuals in Phase 1A, frontline healthcare workers and people in nursing homes, a CDC advisory panel recommended Sunday that Phase 1B consist of people aged 75 and up and certain high-risk essential workers.About 30 million essential workers fall into this category. Ultimately, it will be up to states and local health departments to determine which of those essential workers get first access to the lifesaving vaccines.“I feel like we're on an organ transplant committee deciding who gets the liver and gets to survive. It's a tough decision,” said Dr. Christian Ramers, a member of San Diego County’s vaccine advisory group.There is particular focus on when to vaccinate teachers. Nevada’s preliminary plan is to put teachers and transit workers ahead of food and retail workers. On the other hand, Louisiana’s plan is to vaccinate prison guards and food processing workers before teachers.“I really hate that idea that we are pitted against other essential workers,” said California Teachers Association president Toby Boyd.There are health and economic considerations surrounding the timing of immunizations for teachers. On one hand, there’s broad agreement that in-person learning offers superior educational and emotional outcomes for children, along with significant child care benefits for families.“It’s going to help economically because it will allow parents to go back into the workforce without worrying about their child,” Boyd said.On the other hand, education can happen virtually while jobs like policing, firefighting and food processing cannot. There are also questions about the relative risk of transmission in a classroom compared to other work settings.“[In] a school environment, you can basically control the environment with your policies, with your air conditioning system, with mandatory masking,” said Dr. Ramers. He said other industries, such as food handling, present more risk.“We want to stick really to who has the highest risk of catching the disease because of the constant exposure, and then who has the highest risk of dying of the disease? SAN DIEGO (KGTV) -- The battle between rideshare companies and drivers' unions is on the ballot in the form of Proposition 22. It's a way for companies like Uber and Lyft to push back against California's Assembly Bill 5, which classifies drivers as employees with benefits instead of independent contractors.The gig companies are fighting the state in court, so they haven't been following those rules since the law went into effect on Jan. 1. Now, the fate of drivers will be in the hands of California voters on Nov. 3.The Yes on 22 campaign is backed by Uber, Lyft, and Doordash.It would classify drivers as independent contractors.Drivers could work towards a stipend to help purchase their own health insurance.They would also get some hourly pay, but only during what's called "engaged time." Yes on 22 says engaged time starts from the moment a driver accepts a ride until they drop the passenger off. It does not include time drivers spend waiting for their next passenger."If you were to compensate for all the time the driver spent on an app, you'd have to force them to accept every ride that comes across which would eliminate their flexibility to choose when they want to work and how long they want to work," said Vetter.Driver Al Porche says that's exactly why he's voting yes."Times are great right now," said Porche. "I've been driving all this year. Just because you're a cashier in a store and you don't have somebody checking out doesn't mean you're not paid," said Moore. "It is definitely helping the billionaires and the people who are running these companies but it is not helping the drivers."The Yes on 22 campaign says if the proposition doesn't pass rides will be harder to find and prices will go up.
