ENCINITAS (CNS) - Construction crews will begin a three-week closure of a section of Chesterfield Drive Wednesday to improve bicycle and pedestrian safety, according to the San Diego Association of Governments. Chesterfield Drive will be closed to drivers in both the eastbound and westbound directions between Coast Highway 101 and San Elijo Avenue. According to SANDAG, the closure will extend through Jan. 23 to complete a new bikeway and pedestrian path, an Americans with Disabilities Act-compliant sidewalk and ramps, new traffic signals and new rail crossing equipment such as signals and gates. During the closure, northbound motorists will be detoured to D Street and southbound motorists will be detoured to Lomas Santa Fe Drive. The intersection will remain open to pedestrians and bicyclists during the closure but will be closed to motorists 24 hours per day, seven days a week. According to SANDAG, roughly 17,000 drivers use the intersection each day. The closure is the second phase of improvements to the Chesterfield Drive rail crossing and part of San Diego County's Build NCC (North Coast Corridor) project, a 40-year, 0 million effort to repair and expand vehicle and rail transportation infrastructure around the county. (KGTV) – Escondido Police have released bodycam footage of an officer-involved shooting that left one man hospitalized last month.EPD says the incident started with a 911 call about a restraining order violation at about 3:30 a.m. on Broadway near Washington Avenue on June 19. In the call, a woman said her former husband, 44-year-old Rosendo Sandoval Quezada, was at her home and she identified his vehicle.Officers were initially called to a home in the 300 block of Park Avenue, but an officer spotted Quezada's reported vehicle near Broadway, where he pulled him over.The full incident video can be viewed here.Police say Quezada exited his vehicle holding a 3-foot-long crowbar and ran toward the officer, identified as "Officer Hamilton." Several days earlier, the employee was in contact with other people who later tested positive as well, the department said.The firefighter had recently been at work but was asymptomatic at the time.
