BEIJING, Oct. 16 (Xinhua) -- China will launch a new round of reform to realize a good governance as the ruling Communist Party of China (CPC) is planning the country's roadmap in the coming five years, scholars and political observers have said.The 17th CPC Central Committee opened its fifth plenary session in Beijing Friday to discuss the 12th five-year program (2011-2015), which will unveil a new round of comprehensive reform, including both economic and political reforms, said Yu Keping, a prominent theorist, in an interview with Xinhua."Only with constant reforms and innovations can China build a good government for good governance," said Yu, who now serves as deputy director of the CPC Central Compilation and Translation Bureau.Yu is well versed in the research of political system. His famous works including the article Democracy Is A Good Thing, which has been widely circulated and sparked heated discussions home and abroad.By exercising democracy in elections, decision-making, management and supervision and guaranteeing the people's rights to be informed, to participate, to be heard and to oversee, the ruling party and the government are emancipating themselves and stepping up governance reform for good governance, Yu said.Observers believe the 12th five-year program will go beyond plans of economic and social development to involve administrative, political, social and cultural restructuring.Wang Yukai, a professor at the Beijing-based Chinese Academy of Governance, said the country's next five-year program will become a major step on the road to build an effective and accountable government."Good governance is a guarantee for CPC to remain in power," Wang said.Hu Angang, director of the Center for China Studies, a top think tank for policy-making under the Chinese Academy of Sciences and Tsinghua University, said the Scientific Outlook on Development would be carried out in an all-round way in the next five years.The Scientific Outlook on Development was proposed by the CPC in 2003, against the backdrop of rapid economic growth and a series of problems including excessive consumption of resources, damages to the environment and a widening gap between the rich and poor. MANILA, Sept. 17 (Xinhua) -- The Philippine government will provide the Chinese government a copy of the final report on the Aug. 23 hostage-taking incident before it divulges the findings to the public, the presidential palace said on Friday night.Secretary Ricky Carandang of the Presidential Communications Development and Strategic Planning Office made the statement after President Aquino met with the Incident Investigation and Review Committee (IIRC) led by Justice Secretary Leila de Lima, following the submission of the final report on the incident that killed eight Hong Kong nationals."We have to communicate this to Beijing first before we make it public," Carandang said, adding that the presidential palace only "wants to be careful" in handling the sensitive matter.He said that the high-level Philippine delegation will still go to Beijing and Hong Kong to formally present the report to their leaders but this will have to be done after the President's working visit to the United States.The President and his delegation to the United States will depart on Monday night and will return on Sept. 28.

SHANGHAI, Oct. 7 (Xinhua) -- The Shanghai municipal government issued new rules Thursday limiting families to one new apartment purchase, as the nation tries to curb property speculation and soaring prices."One family in Shanghai, whether local or immigrant, can only buy one new home, including a second-hand one, for the time being," said a circular released by the municipal government.The new rule came into effect Thursday. The Chinese capital, Beijing, introduced the same measure on April 30.Shanghai authorities also ordered banks to suspend loans for third-home buyers and non-local buyers who could not prove they had paid personal income taxes or made social security contributions in the city for at least one year, the circular said.Local authorities would also start preparing for the introduction of a property tax, it said, without providing further details.A land-appreciation tax of 5 percent on the selling price would also be imposed on property developers if they sold residential buildings at an average price that was more than twice the average price of the previous year in the same area.Shanghai's new rules follow a series of measures announced by the Chinese central government in late September to check soaring property prices.The measures included the suspension of bank loans for third-home purchases in the near future and an adjustment in down payments for all home buyers.All home buyers will have to pay a down payment of at least 30 percent of the purchase price, according to the new rules.Previously, according to rules issued on April 17, only first-time buyers purchasing an apartment covering more than 90-square-meters had to pay a 30 percent down payment.On the same day, sources within several departments of the central government told Xinhua that property tax pilot programs will be stepped up and then extended across the entire country.

YICHANG, Hubei, Oct. 3 (Xinhua) -- The water level at the Three Gorges Dam, the world's largest water control project, reached 164.59 meters on Sunday, only 10 meters short of its full capacity of 175-meters, said a project official.The dam in central China started to hold back water this September by discharging less to the lower reaches of the Yangtze River, the country's longest river.Reaching the 175-meter water level would enable the Three Gorges Dam to fulfill its functions of flood control and generating electricity to the fullest extent, symbolizing the total success of the massive water project.This is the reservoir's third attempt to reach full capacity since 2008. However, water levels stopped at 172.8 meters in 2008 and 171.43 meters in 2009 due to droughts on the lower reaches.However, this time officials believe the dam will reach full capacity by the end of October."We have confidence in reaching the goal this year. Although less water flowed into the dam after the flood season, we have reduced water discharges accordingly," said Yuan Jie, an official in charge of water level control.
