SAN DIEGO (KGTV) — A taste of Comic-Con fun hits town early, featuring San Diego's cutest "underdogs."PAWmicon returns, this year at the future site of Balboa Park's Comic-Con Museum (formerly the Hall of Champions.) The event invites dog fans out for a day of superhero-themed fun with their furry companions to benefit the Helen Woodward Animal Center's orphaned animals and programs.The event will also host a canine and owner costume contest. Owners can enter their dog's cosplay (or pawsplay) into contests for superheroes, super villains, cartoon canines, pop culture pups, and dynamic duos for owners and their dogs.For Instagram happy owners, several photo scenes will also be set up for pooches.Visitors can also visit with pet vendors and artists, test their pop culture knowledge with trivia, enjoy children's activities, and win pet giveaways.PAWmicon runs from 11 a.m. until 3 p.m. Admission is , with tickets also required to take part in trivia, and are available online here. 1002
SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. SAN DIEGO (KGTV) — A suspected DUI driver overturned his car while speeding in the East Village, sending a passenger flying from the vehicle and facing life-threatening injuries.A 23-year-old man was driving a 2004 Toyota Prius "at a high rate of speed" eastbound on Market St. just before midnight Friday, according to San Diego Police. As he turned left to continue northbound on 7th Ave., he struck the curb and his Toyota overturned.A 24-year-old man sitting in the passenger's seat was ejected from the vehicle and suffered life-threatening injuries, including a crushed pelvis and internal bleeding. They were in critical condition Saturday morning, according to police.The driver suffered a laceration to his forehead, police said.Police believe alcohol was a factor in the crash. 795
