SAN DIEGO (CNS) - San Diego City officials Saturday will rededicate a Skyline-area police substation in honor of a patrolman gunned down nearly four decades ago during a traffic stop two blocks from where the precinct house now stands.The SDPD Southeastern Division headquarters will be renamed the Archie Buggs Memorial Building during a late-morning ceremony on the 39th anniversary of the slaying. Two of the late lawman's relatives -- his sister, Gwen Buggs, and cousin, Pam Jones -- are scheduled to be present for the event.Buggs, 30, came under fire in the early morning hours of Nov 4, 1978, after stopping a 1968 Chevrolet driven by 17-year-old gang member Jesus Cecena in the 7100 block of Skyline Drive.The teen fired five times at Buggs, then paused, walked toward the downed officer and shot him in the head at point-blank range. Buggs died on the street, his hand on his service revolver.Cecena was convicted of murder and sentenced to serve life in prison without the possibility of parole in August 1979. Because of his age at the time of the killing, his sentence was reduced to a seven-years-to-life term in 1982.Three years ago, a change in the law made Cecena eligible for youth offender parole. His release was approved by the state Parole Board in April 2014, but Gov. SAN DIEGO (CNS) - San Diego State's scheduled football game Friday at Fresno State was canceled Sunday due to COVID-19 contact tracing within the Bulldogs' program.The Mountain West Conference is declaring the game a no contest, and has no plans to reschedule it, conference officials said Sunday.The Aztecs (3-2), who were coming off a 26-21 loss at undefeated Nevada on Saturday, will now hold onto the Old Oil Can trophy for another year after beating Fresno State, 17-7, last season in San Diego.The Bulldogs (3-1) had their planned game Saturday against San Jose State canceled on Friday, also due to COVID-19 contact tracing within the Bulldogs program."We are disappointed about the game on Friday being canceled due to COVID issues but the health and safety of our student-athletes is most important," SDSU athletic director John David Wicker said. "We will actively search for a game this weekend because our coaches, student-athletes and staff want to play."We have reached out to the conference office and the Pac-12 that we are actively looking for a game. SAN DIEGO (CNS) - San Diego Loyal SC announced today it will forfeit the point it received from its 1-1 tie with LA Galaxy II because of a racial slur directed at a Black SD Loyal player.LA Galaxy II defender Omar Ontiveros used the slur in the 71st minute of Wednesday's 1-1 tie at Dignity Health Sports Park in Carson, according to USL Championship, which suspended Ontiveros Friday for six games.Multiple officials, LA Galaxy II coaching staff and players were in the area, several of whom later acknowledged hearing the exchange, according to SD Loyal.Ontiveros was not disciplined by LA Galaxy II coaching staff or referees. According to the city, the community-focused redevelopment is moving forward and expected to create at least 72 full-time jobs."For years, the vision for Southeastern San Diego has included activating the Imperial Avenue Corridor and development of the Valencia Business Park property," said Councilwoman Monica Montgomery Steppe. "We are energized to take another crucial step in this process and get vital input from our community on this redevelopment, as we see this vision come to fruition."The first proposal is a campus for the San Diego American Indian Health Center, described as a "wellness-centered community hub" that would account for 150 healthcare jobs, including 75 new ones.The other proposal is the San Diego Energy Equity Campus, a community hub site which proposes to provide educational resources to the underserved Southeast San Diego community.The public can view the proposals and provide feedback by visiting ValenciaBusinessParkInput.org. SAN DIEGO (CNS) - Police Tuesday were searching for two men who carjacked a man at gunpoint in the parking lot of the Mission Valley mall.It happened around 7:35 p.m. Monday in the parking lot of the Nordstrom Rack at 1640 Camino Del Rio North, San Diego police Officer John Buttle said.A man, whose age was not immediately available, was sitting in his blue 2007 Hyundai Sonata -- with California license plate 5XXK569 -- when two men approached the driver's side of his car, Buttle said.One of the men pulled out a black semi-automatic handgun and pointed it at the victim, demanding he give up his car, the officer said.The victim got out of the car and both men got in, then one of the men noticed the man's cell phone in the vehicle and demanded the passcode before the pair fled eastbound on Camino De La Reina in the Hyundai, Buttle said. 853
