SAN DIEGO (CNS) - A grand jury indictment charging three San Diegans with conspiracy to commit fraud, grand theft, forgery and identity theft was unsealed Thursday, alleging the defendants defrauded more than 100 local Navy service members out of millions by selling the service members unnecessary life insurance policies.Paul Flanagan, 54; Ranjit Kalsi, 52; and Gregory Martin II, 49, are accused of selling 4,700 life insurance policies and annuity contracts to service members who already had life insurance through the Navy, otherwise known as Servicemembers' Group Life Insurance.Prosecutors allege the defendants -- through their company, Go Navy Tax Service -- misrepresented what services the company was providing when they sold policies to the service members. Bank accounts were opened in the service members' names to make automatic payments toward the policies' premiums, though the victims believed they were signing up for a retirement savings account or other services, rather than life insurance policies.Flanagan, the company's owner, pleaded not guilty to nearly 70 felony counts at the downtown San Diego courthouse Thursday afternoon. Kalsi and Martin, who allegedly did the bulk of the sales out of the company's office -- a trailer located near the San Diego Naval Base on 32nd Street -- were arraigned Wednesday afternoon.The defendants face more than 20 years in prison if convicted of all counts, according to the San Diego County District Attorney's Office. Prosecutors allege the victims were defrauded out of around .8 million total.The company's website, www.gonavytaxservice.com, currently only provides a brief statement on its homepage, which reads, "Hello, we are currently unable to provide Tax Preparation Services this off-season. Sorry for the inconvenience. If you need anything else, please call us and leave a message. Someone will get back to you asap."Flanagan's attorney, Earll Pott, said outside court Thursday that the allegations against his client were "mystifying," as he alleged the service members should have been well aware through bank statements that their accounts were being accessed and why."If this was a fraud, it was a pretty short-lived fraud and it made no sense at all," Pott said. "Within two months, these guys were going to get statements that told them exactly what the product was that they had, and they had a clawback provision where they could come back and complain, and say `well, I didn't understand this' or 'I don't want this,' and the insurance company would have refunded the money."According to Pott, Flanagan was out of state during most of the time of the charged incidents and simply received and submitted the policy applications. But as to Kalsi and Martin, Pott said, "We don't have any reason to believe that the two agents involved did anything appropriate either."The attorney said, "The disturbing thing about this prosecution is the suggestion that the government's going to come in and second-guess whether or not you need these particular financial vehicles. There's nothing illegal about getting more insurance or having another investment vehicle that helps you feel more secure in their retirement."Kalsi’s attorney, Domenic Lombardo, had no comment at this time.Martin’s attorney, Jeremy Warren, tells 10News, “Mr. Martin has been aware of the investigation for some time and vigorously denies the allegations. He looks forward to defending himself in court.”The investigation into the alleged fraud began last year, on the basis of complaints sent to the Attorney General's office."The victims of this scam were young women and men serving our country who were essentially tricked into signing up for something they didn't need and couldn't afford." District Attorney Summer Stephan said. "Enlisted sailors were not given a chance as to whether they wanted a supplemental life insurance policy. SAN BERNARDINO, Calif. (KGTV) -- Prosecutors said Monday that a California man killed his business partner and his family out of greed, according to the Associated Press. Prosecutor Sean Daugherty told jurors that Charles Ray Merritt wrote checks totaling more than ,000 on his partner’s QuickBooks account after the family disappeared. The comments came during opening statements in the trial for the alleged murders of Joseph McStay, Summer McStay and their three and four-year-old sons. Prosecutors also say that, while being questioned about the family’s disappearance just days after they went missing, Merritt kept referring to Joseph in the past tense.Outside the courtroom, defense attorney Rajan Maline said Merritt’s livelihood depended on McStay being alive. The McStays disappeared from their Fallbrook home in early February 2010. Days after they were last seen, the family’s SUV was found abandoned at a strip mall parking lot in San Ysidro.RELATED: Trial set to begin in McStay family murder caseIn 2013, the bodies of the family members were found in the Mojave Desert, near Victorville. Prosecutors said the family died from blunt-force trauma to their heads. Merritt was arrested in connection with the killings in November 2014 after sufficient evidence linking him to the case, including DNA, was discovered.Authorities alleged Merritt killed the family members inside their home and then buried them in the desert. Merritt also tried to paint over the crime scene, according to authorities.During Monday’s opening statements, jurors in the San Bernardino County courtroom are expected to hear a tape of Merritt being questioned by investigators.Merritt, 61, has pleaded not guilty to charges of murder and is being held without bail.Prosecutors are seeking the death penalty in the case. 2017

SAN DIEGO -- A Los Angeles police officer pleaded not guilty Friday to smuggling two Mexican nationals in East San Diego County.Mambasse Koulabalo Patara was arrested at 1:30 a.m. Wednesday at the Campo Border Patrol Checkpoint, about 12 miles north of the U.S.-Mexico border.The court documents claim Patara told Border Patrol agents he was an off-duty officer and showed them his LAPD identification.Patara had two men inside his black Toyota Corolla and appeared to be very nervous, shaking and avoiding eye contact, the Border Patrol said.Agents seized Patara's service pistol from his waistband after he told them he was armed.Patara was taken into custody after authorities say two of the men inside the vehicle admitted they were not U.S. citizens.Fermin Lopez and his nephew, German Ramirez-Gonzalez, admitted to being citizens of Mexico.At his arraignment, Patara pleaded not guilty. He faces up to five years in prison if convicted. 975

Some of the paperwork reads, "While at work, on his Kaiser-issued computer, [he] viewed inappropriate images, including child pornography."“I didn't collect it. I didn't produce it. I didn't distribute it, but I viewed it,” he told the board during his recent hearing.Since then, Zweifach’s become an active part of the San Diego community, according to his online resumes. A 2014 La Jolla Light website article about a local puppet guild shows a photo of Zweifach as a puppeteer operating a large, red puppet.As of late July, he was listed as a board member of the San Diego Puppetry Guild’s website. The day after the guild was contacted by reporters, his name was removed.Documents outline his road to rehabilitation, like a 12-step “Sexaholics Anonymous” program and “regular therapy.”During his recent hearing, he describes having confronted whatever happened to him as a kid that apparently made him vulnerable to addiction.“I did have a history of being exposed to childhood sexual experiences that profoundly affected me,” he explains.Zweifach also told the board that he’s had two relapses with viewing adult pornography, but it stopped there.“I thank God that in the last eleven years, I’ve been entirely free of viewing the underage images that led to the loss of my license,” he adds.Zweifach has expressed a great deal of remorse for his actions.His license will officially be reinstated on Sept. 14.Zweifach will be on five years of probation which includes a number of stipulations, including not treating minors. SAN DIEGO -- As part of an initiative aimed at expanding San Diego's regional bike network, SANDAG has released a map of bikeways throughout the county. The plan, known as GO by BIKE, proposes a bike system of interconnected corridors, support facilities and programs that make biking a convenient form of travel.According to Keep San Diego Moving, making the region more bike-friendly resolves issues like traffic congestion, air quality and livability.The plan proposes a network of bike corridors that will allow residents to bike on more direct routes within and between major destinations and activity centers.The plan also supports the implementation of SANDAG’s regional comprehensive plan and SANDAG’s 2050 regional transportation plan.To promote the infrastructure, SANDAG is putting on Bike to Work Day, which will take place on Thursday, May 17.The plan also has a 0 million early action program.
