SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. SAN DIEGO (CNS) - Two San Diego-based U.S. Navy SEALs have been charged in connection with the 2017 execution of a detainee in Iraq.SEAL officials told the Navy Times that Lt. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported. He was Gallagher's platoon leader during the deployment and told investigators he learned about the alleged war crimes only after he was told about them by a special operator first class."Naval Special Warfare does not comment on specifics of an ongoing investigation in order to preserve its integrity, however all credible allegations of criminal activity are taken extremely seriously and thoroughly investigated," Naval Special Warfare spokeswoman Cmdr. SAN DIEGO (CNS) - Wreath-laying ceremonies were held at cemeteries around the county Saturday to honor the military veterans buried there.The ceremonies are part of the larger Wreaths Across America project.More than 1,000 cemeteries across the country participated, including Arlington National Cemetery in Arlington, Virginia. According to Wreaths Across America, the events are an effort to preserve the memory of military veterans and teach children about the sacrifices they make and have made."Each and every wreath is a gift from an appreciative person or family who knows what it means to serve and sacrifice for the freedoms we all enjoy," said Wreaths Across America Executive Director Karen Worcester. "We are so humbled that the community of San Diego is participating in our mission to remember, honor and teach."Starting at 9 a.m. at each cemetery, active-duty military members, military veterans, military families and local volunteers laid balsam fir wreaths on graves at Fort Rosecrans and Miramar National Cemeteries, Greenwood Memorial Park, Valley Center Cemetery and Oak Hill Cemetery. SAN DIEGO (KGTV) - A candidate for the County Board of Supervisors says he may open his own doors to the homeless.Attorney and North Park resident Omar Passons is now leaning towards renovating his detached garage and housing homeless.Passons first began mulling it over after reading a recent local opinion piece touting the idea of a so-called "foster care system" for the homeless, matching transients with willing homeowners.Passons says the foster homes would likely house those needing transitional housing - perhaps several weeks - with applicants screened by a city or county agency.He plans more research on the topic, but says the idea could fit as one part of a comprehensive plan to combat homelessness."Because of the housing shortage, this becomes - at least in a portion of the circumstances - a lower-cost alternative to standing up an 80-unit building.  I do think there is space for creative solutions, and I hope this starts to open people's minds to what is possible," said Passons.Passons posted his idea on the Nextdoor app, which drew a sharply divided reaction.  Among those voicing concerns is his neighbor Anastasia Colfer, who has frequently found transients sleeping in her yard."If the transients aren't screened properly, then we have got major problems," said Colfer.  1322

San Diego (KGTV) –  Mayor Kevin L. Faulconer Friday announced the expansion of his successful “Play All Day” initiative, a pledge to break ground on or upgrade 50 parks in five years, by adding an additional 15 parks to neighborhoods across the city.   The program was initially proposed during Mayor Kevin Faulconer's 2016 State of the City address and the initiative is a partnership between the City of San Diego and the San Diego Unified School District, designed to maximize public resources and increase the amount of city park space, especially in urban communities. The parks are used by the school system during the day and remain open to the community after school hours.  720
