ENCINITAS, Calif. (KGTV) -- Video from a witness shows a driver slamming into a crowd outside an Encinitas bar early Sunday morning. In the video, a U-Haul van can be seen accelerating onto a sidewalk. Video shows pedestrians leaping out of the way before the vehicle crashes into the crowd. In a Monday news release, the San Diego County Sheriff's Department said one person is in an intensive care unit while another is undergoing surgery with serious injuries following the crash. The department says a 24-year-old victim is in an intensive care unit while a 25-year-old is in surgery with serious injuries. All three of the victims were struck when the suspect, Christian Davis, 28, reportedly drove the van onto a sidewalk outside The Saloon Bar around 1:30 a.m. Sunday. Two others received minor injuries when they detained Davis outside the bar. Deputies say Davis was asked to leave the bar because he was too intoxicated. After complying with the request, deputies say Davis got into the van, intentionally driving it onto the sidewalk. Davis was later arrested and is being charged with three counts of attempted murder and one count of attempted escape with force. Davis is scheduled to be arraigned in Vista on March 3. Experts say the finalization of a COVID-19 vaccine is in our near future. Dr. William Moss is a professor of epidemiology and the executive director of the International Vaccine Access Center at the Johns Hopkins Bloomberg School of Public Health.“Remarkable progress has been made in the development of COVID-19 vaccines,” Dr. William Moss said.He says it typically takes five to 10 years to develop a vaccine, but with so much money and attention going toward COVID-19, he believes it’s likely we’ll have a vaccine by the end of the year.“I’m pretty confident that there will be a vaccine that will have an emergency-use authorization in the United States by the end of 2020,” Dr. Moss said.According to Dr. Moss, of the dozens if not hundreds of vaccine candidates in clinical trials, there are three vaccine candidates that have reached phase three. Phase three is when tens of thousands of volunteers test the vaccine to make sure it’s safe and effective.As of this week, we have optimistic news regarding phase-three efficacy results from biopharmaceutical company Pfizer – which has been collaborating with German company BioNTech.“Early preliminary results suggests that their vaccine is 90% or so effective in preventing mild to moderate or severe disease.”If the 90% efficacy data holds up after follow ups from participants in late November, Dr. Moss says he expects the FDA will rigorously review the data and approve the vaccine for distribution. That means health care workers and other high-priority groups would get the vaccine in December of this year, or early next year.“Pfizer says that they could have close to 50 million doses by the end of this year," Dr. Moss said. "Now remember their vaccine – as a number of the vaccine candidates do – requires two doses per individual. So, 50 million doses allows you to vaccinate about 25 million people.”Dr. Moss says the unprecedented investment in vaccine manufacturing will make it possible for the vaccine to be distributed so quickly. However, there are still quite a few logistical challenges since he says the Pfizer vaccine requires extreme cold temperatures as low as minus 117 degrees Fahrenheit.“So we need warehouses to store the vaccine that have freezers that can maintain that cold, we need transportation systems – planes, trucks – that can deliver the vaccine and keep it cold. And then at the site of distribution, we need to be able to keep these vaccines cold.”Therefore, he says it will likely take a lot longer for the general population to get the vaccine. He’s guessing not until the middle of 2021. Of course, the idea of saving lives with the help of a vaccine is very promising, but he says the greatest misconception is that we can go back to "normal" as soon as it’s distributed.“That by no means is going to indicate that we can go back to our pre-pandemic life," Dr. Moss said. (KGTV) - City leaders in Encinitas plan to ban gas-powered leaf blowers to help curb the effects of climate change.They're hosting a public meeting about the ban Monday night, May 13, at 6 p.m. at the Encinitas Community Center (1140 Oakcrest Park Drive).The ban is part of the City's bigger Climate Action Plan, which the City Council approved in January of 2018. It calls for a 41 percent reduction in greenhouse gas emissions by 2030 when compared to 2012 baseline levels.The plan says removing emissions from gas-powered leaf blowers would remove 142 Metric Tons of CO2 by 2030. That's the equivalent of taking roughly 25 cars off the road.While it's not a huge improvement, people in Encinitas say every small step will help."I think they ought to be eliminated everywhere," says David Winkler, who goes to Encinitas to meet friends. "The less reliance on fossil fuels, the better.""People come from all over the world here, so we should make it as clean and beautiful as we can," says Encinitas resident Linda, who declined to give her last name. "Anything we can do to lessen pollution is always a good thing."Other North County cities already have bans in place. Solana Beach and Del Mar both prohibit the use of gas-powered leaf blowers.City leaders in Encinitas say their rule is different because it bases the ban on environmental concerns, rather than noise pollution.The ban only covers two-stroke leaf blowers. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road.
