RABAT, Jan. 11 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who is on a five-nation African tour, held talks Monday with his Moroccan counterpart Taieb Fassi Fihri on ways to upgrade relations between the two countries.     The two spoke highly of the abundant achievements that have been made in bilateral cooperation in various fields, mainly in politics, economy and trade, culture and health, since the establishment of diplomatic ties 52 years ago, an official press release gained by Xinhua said.     It said the two ministers agreed to continuously promote the upgrading of China-Morocco friendly ties by enhancing political mutual trust, deepening cooperation, expand people-to-people exchanges and strengthening coordination in international and regional issues.     After the talks, the two top diplomats signed a China-Morocco joint communique on Morocco's recognition of China's market economy status.     Yang is on his first official foreign visit of the year that includes five African nations, namely Kenya, Nigeria, Sierra Leone, Algeria and Morocco, as well as Saudi Arabia.     It has been China's tradition for 20 years that its foreign minister visits Africa in the beginning of the year.

In recent years, bilateral military relations have made great progress, he said, adding that the two sides have maintained frequent high level visits and improved the communication and cooperation mechanism. CHENGDU, Nov. 23 (Xinhua) -- China will send two giant pandas to Australia Friday for a cooperative research program.     The four-year-old male panda "Wang Wang" and three-year-old female panda "Fu Ni" will stay in Australia for 10 years, said Zhang Hemin, chief of the Wolong Nature Reserve Administration in southwest China's Sichuan Province.     "Wang Wang", which means "net" in Chinese, is 119 kg and "Fu Ni", which means "lucky girl", is 90 kg. They were quarantined on Oct. 21 for their trip to Australia.     "Wang Wang" and "Fu Ni" were transferred to the Bifengxia Giant Panda Breeding Center in Ya'an City after the Wolong Giant Panda Protection and Research Center where they were living were destroyed in the May 12 massive earthquake in 2008.     The Australian side had sent veterinaries and feeders of the two pandas to China for training. It had also set up a 10 hectares bamboo planting base, Zhang said.     The two pandas will receive a body check Tuesday before their departure.     China and Australia made an agreement in 2007 on the cooperative research.     Giant pandas, known for being sexually inactive, are among the world's most endangered animals due to shrinking habitat.     There are about 1,590 pandas living in China's wild, mostly in Sichuan and the northwestern provinces of Shaanxi and Gansu.

COPENHAGEN, Dec. 11 (Xinhua) -- China on Friday urged the rich nations negotiating in the UN-led climate talks in Copenhagen to help seal a deal by delivering on their promises to cut carbon emissions and provide financial support to help developing nations adapt to global warming.The call comes as ministers arrive for the higher segment of the talks that are tasked with achieving goals to avoid irreversible change in climate that scientists warn could be disastrous to the Earth. China's Vice Foreign Minister He Yafei said he hoped for a "balanced outcome" of the UN climate change conference.     He was speaking at a press conference hours after a draft text for the Copenhage talks emerged. "The final document we're going to adopt needs to be taking into account the needs and aspirations of all countries," particularly the most vulnerable ones, he said.     Under the United Nations Framework Convention on Climate Change, developed nations are committed to quantified emission reduction targets and provision of support in financing, technology and capacity building to developing nations. The Chinese minister said climate change is "a matter of survival" for developing nations.     Developing nations are asking the rich nations to up their emissions reduction targets and financial pledges, saying they failed to fulfil their obligations under the convention.     The call for funding was partly answered earlier on Friday with European Union leaders pledging 2.4 billion euros (3.5 billion U.S. dollars) annually from 2010 to 2012 to help developing countries tackle global warming.     Swedish Prime Minister Fredrik Reinfeldt, whose country holds the rotating presidency of the 27-nation bloc, said in Brussels that the bloc has made satisfactory contributions to helping the poorest countries combat climate change.     Developing nations still view the pledge as a far cry from their needs.     The issue of financial support is "extremely important" as developing nations are "worst hit" by climate change, he said.     He questioned the "sincerity" of developed nations in their commitment as only short-term funding, such as a three-year target, was being proposed.     The key to the success of the Copenhagen talks is for developed countries to keep their promises, he said.     "I would urge all leaders from developed countries to keep their promises, to have the future of humanity in their minds, especially the large population out there in the developing world," he said.     He also said China has "a responsible and pragmatic vision" for tackling climate change and will do its share in the global combat against climate change.     China last month announced it would reduce the intensity of carbon emissions per unit of its GDP in 2020 by 40 to 45 percent against 2005 levels.     Responding to rich nations' concern over transparency of China's voluntary action, he said plans for action would go through China's own legal process and there would be a regime of monitoring, verification and statistical supervision domestically to ensure transparency.     "We're also willing to increase transparency by announcing the results of our action in reports coming out of China," he said.

BEIJING, Nov. 9 (Xinhua) -- China will raise gasoline and diesel prices both by 480 yuan (70.28 U.S. dollars) per tonne from Tuesday, the National Development and Reform Commission (NDRC) announced on its website Monday.     The benchmark price of gasoline will be 7,100 yuan a tonne and that of diesel 6,360 yuan a tonne, according to the NDRC.     The retail price of gasoline will climb by 0.36 yuan per liter and that of diesel will rise by 0.41 yuan per liter.     The country adopted a new fuel pricing mechanism, which took effect on Jan. 1.     Under the pricing mechanism, the NDRC will consider changing the benchmark retail prices of oil products when the international crude price changes more than four percent over 22 straight work days. The price hike can help relieve domestic refiners' pressure from soaring oil refining cost," said Wang Jing, an analyst on petrochemical sector with Orient Securities Company Limited.     The price hike was aimed to protect oil refiners' interests, ensure market supply and help lead rational consumption to promote energy-saving and emission reduction, the NDRC said.     The NDRC would take active measures to help reduce pressure brought to sectors like transportation, the NDRC said.     International crude oil price might continue to rise within this year as demand would continue to grow amid global economic recovery, Wang said.
