SAN DIEGO (KGTV) -- Tracking citizen complaints about law enforcement is a requirement of California law. However, some say there needs to be a significant improvement in that process."Police officers have tremendous authority," said former police officer and criminal justice professor Kevin LaChapelle. He broke down how the process works."[In] a formal complaint, there should be written documentation and the agency is accountable for reporting that to the Department of Justice," LaChapelle said. LaChapelle says the formal complaint process differs from an informal complaint, where someone may talk to an officer or supervisor but no documentation is required. Those interactions are not included in DOJ numbers. When it comes to two of the largest departments in the county, Team 10 found the number of complaints differ drastically. In 2018, the San Diego Sheriff's Department reported nine complaints. In 2017, there were six reported complaints.San Diego Police Department reported 74 complaints last year. In 2017, there were 97 reported to the DOJ.Each department reports to the state both substantiated and unsubstantiated complaints. 1156

SAN DIEGO (KGTV) - Two men wearing masks and gloves robbed a City Heights jewelry store Friday.One of the men jumped a display counter and confronted an employee of the Eclipse Jewelry Store at 4213 University Ave. just east of Interstate 15, police said.One man took jewelry from display trays and put it in a bag while the second man pointed a gun at the employee.The owner told 10News the men got away with about ,000 worth of mostly gold chains. He also said he thought perhaps the men had been in the store before since they seemed to know exactly what they wanted. Both men ran off and were last seen getting into a silver colored late model Toyota or Honda heading east.No one was injured in the robbery. SAN DIEGO (KGTV) -- U.S Customs and Border Protection apprehended two suspects wanted in connection to both an attempted homicide and a homicide Wednesday afternoon. According to CBP, the incident began Wednesday around 3:30 p.m. at the Otay Mesa Port of Entry after a 35-year-old U.S. citizen entered the crossing with two other U.S. citizen passengers, a 37-year-old man and a 20-year-old woman. The vehicle was escorted to a secure location for processing after officers were alerted that one of the travelers was wanted. After investigating the situation, officers learned that the driver, Monica Cecilia Jimenez was wanted for attempted murder and Omar Alapizco was wanted for homicide by the Oceanside Police Department for the same crime. U.S. Marshals and the Oceanside Police Department responded and took custody of both Jimenez and Alapizco. 861

SAN DIEGO (KGTV) - With unemployment near record lows through Labor Day, efforts are shifting from helping San Diegans get jobs to helping them land better ones.The San Diego Workforce Partnerships is teaming up with local employers to offer on-the-job training to workers so they can get certified and move up in their careers. The focus is currently on so-called middle-skill occupations, those that require something more than a high school diploma but less than a four-year degree. The state Employment Development Department says the five most in-demand middle-skill occupations in San Diego and Imperial Counties are accounting assistants, teacher assistants, medical assistants, heavy and tractor-trailer truck drivers, and nursing assistants. The EDD says there are currently 2,500 openings for those positions. The Workforce Partnership recently teamed up with First Promise Care Service in El Cajon to offer its caregivers a two- to three-month certification program to become certified nursing assistants. "It does motivate because they know they're not just going to be there," said Dyna Jones, CEO of First Promise. "There's actually a promotion. There's growth, and people are looking for something like that."Jones said caregivers who complete the program could go from earning per hour to as much as as a team lead if they stay with the company. The Workforce Partnership has a new tool for San Diegans to look up information on different jobs, what they pay, and training requirements and opportunities. The county's unemployment rate was 3.6 percent in July, the same as a year earlier. There are still about 57,000 San Diegans who are unemployed. 1683
