SAN DIEGO (KGTV) — It’s an online service that brings groceries right to your doorstep, but some who work for Instacart told Team 10 they are being treated unfairly.Instacart entered the San Diego market in 2016. It basically works like Uber, where people can sign up to be “shoppers” and fill orders for a fee.Jacquelyn Westby signed up for Instacart to make extra cash.“We shop for groceries and then deliver using our own vehicles, our own gas,” Westby said. Being able to eat and not,” Westby said.Westby said Instacart changed its pay structure over the past couple months. Many people who are used to forging ahead in times of crisis, like this coronavirus pandemic, say the feeling is unfamiliar. Emily Chandler of Vista says she never could have imagined her kids would still be distance learning in the fall. "This has been going on so long, and I'm just exhausted," Chandler says. Her three sons are in three different schools and her oldest, Timmy, has autism. Helping them all with school means studying up on things herself. Marriage and family therapist Serene Carruthers, of Sharp Mesa Vista Hospital, says what Chandler is feeling is tied to the seemingly endless nature of the pandemic."It really is because our body is built to respond to stressful events typically that last for a duration of a short period of time," says Carruthers. "Some experts call it surge capacity. Like a battery our adaptive system can provide us with the mental, physical and emotional power to survive a short-term emergency. Then it needs to be recharged which is easier said than done during a pandemic because for many people, their self-care rituals have been upended or canceled.""It is a very lonely time and I'm not getting that energy, that recharge," says Chandler. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. In San Diego County, 42 people were arrested between 6 p.m. Friday and 6 a.m. Sunday. By this time on Memorial Day Weekend in 2018, 57 people were arrested. One person died this weekend in San Diego County due to a DUI crash, tying it with last year. Statewide, 741 people have so far been arrested for driving under the influence.
