BORREGO SPRINGS (CNS) - San Diego Gas & Electric will use a .5 million federal grant to upgrade the Borrego Springs microgrid with new technology so it can operate on completely clean energy, the utility announced Friday.The grant, from the U.S. Department of Energy's Solar Energy Technologies Office, will provide funds to purchase smart power inverters, controls and an energy management system. The new devices will improve energy reliability, stabilize the microgrid and help it become 100% renewable.A microgrid is a mini power grid and may include a power source like solar energy, an energy storage component and controls and switches that allow it to operate independent of or parallel to the larger grid. The Borrego Springs microgrid is the first such utility-owned grid in the nation."This grant award comes at a pivotal time for our customers, our company and the next evolution of microgrid technology," said Will Speer, vice president of electric engineering and construction for SDG&E. "Microgrids are one of the tools to enhance community resiliency and maintain energy service during emergencies. With the smart grid technology that we will incorporate into the microgrid, we are confident that this facility can become a model for future clean energy microgrids."The Borrego Springs microgrid began operations in 2013 after SDG&E saw an opportunity to improve energy resiliency for the approximately 2,800 people in Borrego Springs -- a remote desert town subject to extreme heat and monsoonal weather. Until then, the town relied on a single transmission line and distribution circuit for its power. The microgrid is connected to a local 26-megawatt solar field -- owned by a third party -- two battery storage systems, two generators and an ultracapacitor to keep power flowing to the town during emergencies and planned outages on the larger grid."This is great news for Borrego Springs, especially during emergencies like severe weather," said County Supervisor Jim Desmond. "It's important for San Diego County that we continue to move towards a healthier and more sustainable future."Due to unstable voltage conditions and solar energy output fluctuations, it is challenging to operate the microgrid using 100% clean energy. The new inverter, controls and energy management system will help address these challenges and transition the microgrid to a true 100% clean energy facility.SDG&E operates two microgrids -- including the Borrego Springs location -- within San Diego and southern Orange counties. BERKELEY, Calif. (AP) — A man suspected of tying a noose to a tree branch in Berkeley’s marina has been arrested and charged with a misdemeanor hate crime. Police said a person who works at the marina saw the man, later identified as Jaime Robledo-Espino tie a noose with some rope on Thursday. When confronted about the noose, the employee said Robledo-Espino fastened it to a tree branch and fled the area. The worker took a picture of the suspect and provided it to officers who later arrested him. He is being held in Alameda County jail on a misdemeanor terrorizing charge, which is considered a hate crime. 620

Brad Bufanda, an actor best known for his roles in TV shows including "Veronica Mars" and "Co-Ed Confidential," has died after apparently taking his own life.Bufanda apparently jumped from a building in Los Angeles on Wednesday and died of "traumatic injuries," according to Variety.On Friday, TMZ reported that the 34-year-old actor left a suicide note that thanked some of the people in his life and mentioned his parents.Bufanda's manager told Variety she was "completely devastated for he was an extremely talented young actor and wonderful, caring human being." She said he'd been "reviving his career" and had just finished shooting two movies.He appeared in 23 movies and TV shows since 1995, according to IMDB. A new trade agreement to manage that trade kicks in this week. “You know, we were doing anywhere between 30 and 30 plus billion dollars worth of cross border trade here in the last five, six, seven years, I think that that number is only poised to increase," Jaime Chamberlain told KGUN. Chamberlain owns Chamberlain Distributing, a packing house that brings tons of produce from Mexico and he chairs the port authority for Santa Cruz County, Arizona. The USMCA, the US, Mexico, Canada Agreement that officially kicks in this week replaces NAFTA, the North American Free Trade Agreement and does things like modernizing record keeping for the digital age.Chamberlain says cross border trade does not mean U.S. jobs going to Mexico. He says, It’s a two-way highway that helps both sides.“There's a tremendous amount of American products going into Mexico. In fact, the majority of the raw products going into make a lot of the products coming out of Mexico especially out of the Maquila industry are American based companies that are supplying that raw product into Mexico.”Josh Rubin’s company Javid LLC/Javid De Mexico operates many of those Maquilas--factories U.S. companies operate in Mexico. He says, “I represent 27 different facilities over 3500 employees here in Nogales, Mexico, for our customers.”Customs charges are based on where a product is made. Rubin says one of the challenges under USMCA is defining country of origins when the parts come from all over the world.He holds up a pen as an example as says, “The metal from the pen might come from one country or from one location, the spring might come from another location, the plastic around the pen might come from somewhere else that he might come from somewhere else.”Rubin says some companies may feel they’re better off just paying ordinary customs duties and avoid record keeping and other requirements of USMCA, especially if they make small items that result in small customs fees.There is an element of wait and see for some companies especially as US Customs and Border Protection works out exactly how it will enforce the new trade rules.This story originally reported by Craig Smith on KGUN9.com. 2263
