BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

BEIJING, Dec. 29 (Xinhua) -- China on Thursday issued a white paper on the development of space industry since 2006 and the major tasks for the next five years.The white paper titled "China's Space Activities in 2011" was the third white paper on the country's space activities issued by the State Council Information Office, following the one in 2000 and another in 2006.The Chinese government has made the space industry an important part of the nation's overall development strategy and adhered to exploration and utilization of outer space for peaceful purposes, the white paper said.Over the past few years, China has ranked among the world's leading countries in certain major areas of space technology, it said, adding that in the next five years, there will be new opportunities to the country's space industry.At the same time, China will work together with the international community to maintain a peaceful and clean outer space and endeavor to promote world peace and development, the document said.FUTURE MISSIONSMajor tasks listed in the white paper for the next five years include space transportation system, Earth satellites, human spaceflights and deep-space exploration.The country will launch the Shenzhou-9 and Shenzhou-10 spaceships and achieve unmanned or manned rendezvous and docking with the in-orbit Tiangong-1 vehicle, the paper said.China also plans to launch space laboratories, manned spaceship and space freighters, and will start a research on the preliminary plan for a human landing on the moon, the document said.As an important part of deep-space exploration, the country's lunar probe projects follow the idea of "three steps" -- orbiting, landing and returning.In next five years, the country plans to launch orbiters for lunar soft landing, roving and surveying to implement the second stage of lunar exploration, then it will start the third-stage project of sampling the moon's surface matters and get those samples back to Earth, the white paper said.In addition, China will build a space infrastructure frame composed of Earth observation satellites, communications and broadcasting satellites, plus navigation and positioning satellites.MAJOR PROGRESSAccording to the white paper, breakthroughs have been made in major space projects, including human spaceflight and lunar exploration, since 2006.From Sept. 25 to 28, 2008, China successfully launched the Shenzhou-7 manned spaceship and became the third country in the world to master the key technology of astronaut space extravehicular activity.In November 2011, China accomplished the first unmanned space rendezvous and docking test between the Tiangong-1 space lab module and Shenzhou-8 spaceship.In addition, the country's lunar probe projects have achieved milestone breakthroughs over the past five years. WELLINGTON, Oct. 17 (Xinhua) -- Parents wanting to help their children avoid asthma and other allergies are being told to give their toys a frosty reception by sticking them in the freezer.Medical scientists in New Zealand and Taiwan have discovered that freezing children's soft toys can kill almost all house dust mites (HDMs), the microscopic bugs associated with a range of allergies, including asthma.Other effective remedies for killing HDMs, commonly found in children's soft toys, were tumble drying and washing with eucalyptus oil and detergent, the scientists from New Zealand's University of Otago and Taiwan's Changhua Christian Hospital found.HDMs were strongly associated with the development of asthma in children, and the severity of asthma was in proportion to the number of house dust mites a child was exposed to when sleeping with soft toys, said a statement from the university Monday."Children frequently sleep with their favorite toys close to their airways and this may be important for HDM-sensitized asthmatic children," said University of Otago Associate Professor Rob Siebers.The scientists tested the three different cleaning methods on 36 toys divided into three groups of 12.Freezing toys for at least 16 hours at minus 15 degrees centigrade resulted in a 95-percent reduction of HDMs, as did soaking in an emulsion of eucalyptus oil and liquid detergent for one hour before rinsing and drying.Hot tumble drying for one hour reduced mites by 89 percent, the study found."Washing and soaking with eucalyptus oil and detergent is very effective in not only reducing live mites, but also reducing house dust mite allergens, compared to freezing and tumble drying," said Siebers.Ten of the 12 toys cleaned this way showed no live mites at all.Siebers said all three methods were more effective than just washing toys, because water needed to be above 55 degrees centigrade to kill HDMs, but this usually damaged the toys."My advice for parents is to either tumble dry for one hour, or freeze the soft toy overnight, and then wash it in a cold wash to remove any allergens."Siebers said the thickness of the material used in making the toys could alter the effectiveness of the three methods.The scientists would conduct further research to determine how quickly HDMs recolonized soft toys and how often toys should be treated.The study has been published in the European journal, Paediatric Allergy and Immunology.
