WASHINGTON, Nov. 10 (Xinhua) -- The U.S. Food and Drug Administration (FDA) has sent warning letters to more than 1,200 retailers, the majority of which respond to violations relating to selling tobacco to minors, as part of its ongoing effort to reduce tobacco use among children, the agency announced Thursday in a statement.The FDA said that while most retail establishments have been found to be in compliance with the law, some retailers are still selling cigarettes and smokeless tobacco to minors. Warning letters may be followed by civil money penalties if retailers continue to violate the law."It should worry every parent that 20 percent of U.S. high school students smoke cigarettes," said FDA Commissioner Margaret Hamburg in a statement. "President Obama and the FDA are committed to preventing children from smoking. For many young people, that first cigarette or use of smokeless tobacco will lead to a lifetime of addiction, and for many, serious disease. More than 80 percent of adult smokers begin smoking before 18 years of age. Retailers are vital partners in the FDA's efforts to prevent tobacco use among kids."Obama signed the Family Smoking Prevention and Tobacco Control Act that gives the FDA authority to regulate tobacco products to prevent use by minors and reduce the impact on public health. One of the law's provisions permits the FDA to contract with states and territories to conduct compliance check inspections of tobacco retailers. In 2011, the FDA awarded compliance contracts totaling more than 24 million U.S. dollars to 38 states.The FDA also began inspecting U.S. tobacco product manufacturers in October 2011. This is the first time tobacco product manufacturing facilities have ever been inspected by a federal public health agency.

BEIJING, Nov. 19 (Xinhua) -- China on Saturday again called for appropriately addressing the alleged plot to assassinate the Saudi Arabian Ambassador to the United States.Foreign Ministry Spokesman Liu Weimin made the remarks in a written statement in Beijing.The UN General Assembly on Friday adopted a resolution titled "Terrorist Attacks on Internationally Protected Persons," expressing deep concern over the assassination plot and calling on Iran "to comply with all of its obligations under international law."Liu said China abstained from the vote on the resolution, because the case is highly complicated and sensitive at present and relevant parties still have different views on the issue.He said any conclusion or action must be based on comprehensive, impartial, objective and transparent investigation and substantial evidence."Before facts are checked out, parties should adopt a prudent attitude, refrain from jumping to conclusions, and avoid actions that may complicate and worsen the situation," he said.He said China hopes those countries concerned will continue to appropriately address the issue through dialogue and make joint efforts to maintain peace and stability in the Middle East and the Gulf Region.Liu also reaffirmed that China opposes all forms of terrorism, and always stands for compliance with international law and the basic norms governing international relations in handling state-to-state relations as well as the effective protection of the safety of diplomatic personnel.Chinese Permanent Representative to the United Nations Li Baodong previously addressed the UN General Assembly on Friday in order to explain China's position on the issue after he abstained from voting on the draft resolution.

KATHMANDU, Oct. 30 (Xinhua) -- "One of the major problems of death due to breast cancer in Nepal is poverty and untimely diagnosis," said Dr. Abish Adhikari Oncologist at the Bir Hospital in Nepali capital Kathmandu in an exclusive interview with Xinhua on Sunday.Adhikari said that the other reason why breast cancer leads to death of women is "women are not decision makers in their houses"."Many people who come here do not want to treat their wives or daughters because of the expenses as they are poor and it is really expensive here to treat cancer," Adhikari said.According to the Nepal Cancer Relief Society, of all cancer cases among the Nepali women and teenage girls as well, 60 percent is of breast cancer.Unverified rough data of the breast cancer patients in Nepal are above 50,000.Adhikari added that women are shy to talk about the problems of breast. They do not go to hospitals for the check up until they are bedridden and at the time they reach hospital they are mostly in the advanced stage.The major causes behind the breast cancer in Nepal are heredity, late pregnancy, consumption of alcohol and smoking. However, unawareness about it remains another major problem that leadind to death of many women in Nepal.Moreover, the rural women in Nepal are unaware about breast cancer, and if they are having some problem, they tend to hide it.Talking to Xinhua, Sajani Manandhar, General Secretary of Richa Bajimaya Memorial Foundation, a cancer awareness raising group said that the major cause of the preventable cancer in Nepal is unawareness.Also a nurse by profession, she said that no one bothers about mammography or regular checkup but are diagnosed at the very late stage.There are less than five hospitals that provide mammography service in the country.Roshani Chitrakar, 48 who is in advanced stage of cancer said that she did not told anyone while she found something unusual in her breast because it was not painful."I took it normally, but when I thought it might be a cancer and told my family and I was already in the advanced stage," she said.Her daughter, Roji Manandhar, said that the doctor has already told that she will not be living long. She is having difficulty even to eat currently.Another cancer patient, 67 years old farmer, Nakkali Nahakhusi said that she told her husband when she found her breast unusual. Her husband, former armyman, immediately took her to the hospital when she told about the problem.Now, she is already cured, and said with smilingly that the god of death did not want to take me away.She said that awareness should be raised because cancer is curable at the early stage.

SAN FRANCISCO, Nov. 21 (Xinhua) -- E-commerce and online payment giant eBay announced on Monday that it has acquired New York-based technology startup Hunch, an online platform that delivers customized recommendations to users based on their individual tastes.Hunch's team and expertise in areas like machine learning, data mining and predictive modeling are expected to help eBay to integrate more advanced recommendations into its website, said the San Jose, California-based company."Unlike traditional online retail approaches, Hunch will enable eBay to move beyond standard item-to-item recommendations and use a broader variety of members' online tastes and interests to suggest new and interesting items for them to browse and buy on eBay," said the company in a press release.Terms of the deal were not disclosed. Technology news site TechCrunch founder Michael Arrington said in his personal blog prior to the acquisition announcement that eBay would acquire Hunch for 80 million U.S. dollars.Hunch, co-founded by popular photo-sharing service Flickr co- founder Caterina Fake with an 11-person team of MIT graduates, was open to the public in 2009. ADDIS ABABA, Oct. 22 (Xinhua) -- China on Saturday delivered portion of the first batch of emergency food assistance to Ethiopia.Wei Hongtian, Charge d'Affairs at the Chinese Embassy in Ethiopia, handed over the assistance certificate to Wondirad Mandefro, Ethiopian State Minster of Agriculture, in a ceremony held at the Office of the Ethiopian Disaster Risk Management Food Security Sector (DRMFSS) in Addis Ababa, Ethiopia.The handover was witnessed by Ahmed Shide, Ethiopian State Minister of Finance and Economic Development, and Qian Zhaogang, Economic Counselor at the Chinese Embassy in Ethiopia as well as officials and diplomats from the two countries.The charge d'affairs said the Chinese government has decided to provide Ethiopia with two batches of gratis emergency food aid valued at some 24 million U.S. dollars, as part of humanitarian assistance to the people affected by drought in the Horn of Africa region, about which the international community is concerned much.Months ago, China pledged to provide humanitarian aid to drought affected people in Ethiopia, Kenya and Djibouti.The 2011 drought in the Horn of Africa region has affected livelihoods of over 12 million people in countries of the region including Ethiopia.In this move, China has delivered large quantities of wheat to Ethiopia, and it is put in the central warehouse in Adama town, 90 km away from Addis Ababa, as the first batch of the 8,139.4 tons of wheat and 715.15 tons of rice donated by the government of China, said Ethiopian State Minister of Agriculture.According to the minister, the Chinese government has pledged around 20,000 tons of emergency food valued at 24 million dollars.Wei said China attaches great importance to the agriculture development and the food security in Africa. He said China has engaged itself in various agricultural cooperations with African countries including Ethiopia, in different channels."In the future, besides food assistance, China's agricultural cooperation with Africa will focus on technology demonstration, personnel training, infrastructure construction, promotion of agricultural production and trade, and experience sharing agriculture development," said the Charge d'Affairs.The rest portion and the other batch of the emergency food assistance pledged by China is expected to come in November and December.Wei assured that the rest batches of emergency food aid would come to Ethiopia on schedule.
