SAN DIEGO (KGTV) -- The San Diego County Office of Education says schools may hold on-campus classes beginning Tuesday under new guidance. The updated county health orders that take effect June 16 allows all schools -- with the exception of colleges and universities -- to hold on-campus classes as long as the schools comply with measures outlined by the California Department of Public Health.Those measures include face coverings required at all times, daily temperature checks recommended, increased emphasis on hand washing and sanitizing, enhanced cleaning and disinfecting in the classrooms and setting classrooms up to allow for increased physical distance between students.Each school must complete and post a document detailing the actions the school is taking to comply with the industry guidance issued by the state.The order from the San Diego County Health and Human Services Agency says: "All public, charter and private schools may hold classes or school business operations on the school campus, provided the school complies with the measures contained in the State COVID-19 Industry Guidance: Schools and School-Based Programs issued by the CDPH (including the face covering requirements contained therein), also incorporating where feasible the guidelines provided in Stronger Together: A Guidebook for the Safe Reopening of California’s Public Schools issued by the California Department of Education. Each school shall complete and post a document detailing the actions the school is taking to comply with the CDPH Industry Guidance measures after considering the CDE Guidelines noted above. SAN DIEGO (KGTV) -- Thousands of people visited Seaport Village Saturday to watch outdoor entertainers at the 14th Annual Busker Fest 2020. As the fear of coronavirus spreads, attendees of the festival seemed unbothered by it.Gather around! Let your eyes and ears feast on the marvels of jugglers, daredevils, and aerialists."Buskers have always been a big part of our history down at Seaport Village," Scott Andrews, Marketing Director of Seaport Village, said. Coming to the festival has become a seven-year tradition for Shannon Steward and her nine-year-old son, Aiden. "I like supporting the street performers!" Stewart said. "I never even knew what a busker was until I found out about this festival."New this year: Busker University. It's a special place where kids can learn about art and busking skills. One of the most popular booths is the slime station. Children can make slime by mixing Borax, water, and glue. After playing at the slime station, the kids are encouraged to wash their hands by using either baby wipes or hand sanitizer.Ahead of the event, San Diego Port Authority added hand-washing stations all along the Embarcadero, to quell growing fears of the coronavirus. Regardless, Stewart said good hygiene is something she always preaches to her family. "We are making sure we are washing our hands, not touching too many things, but obviously, we are kind of diving into the slime and no big deal!" Stewart said. She said she is not going to let fear and hysteria ruin their fun."It's at the forefront of our minds, but it's not changing too much of what we are doing right now," Stewart said. "Now, that may change in a couple of weeks. SAN DIEGO (KGTV) - The San Diego Humane Society launched an investigation into possible animal neglect Monday.  The investigation is focused on the former Carmel Mountain Ranch Country Club.The golf course shut down in July.A spokesman with the Humane Society says someone reported that the declining state of one of the ponds on the course was endangering koi and other wildlife.Homeowners living near the course say they often smell a foul stench coming from the pond.The Humane Society says they’ve they’ve reached out to the owner of the country club and golf course.The Humane Society sent 10News a statement that says in part:"Because it is an open investigation, we cannot discuss details, but we take reports like this very seriously. We encourage anyone who has information relevant to this investigation to come forward and call San Diego Humane Society’s Humane Law Enforcement at 619-299-7012." 934

SAN DIEGO (KGTV) - The San Diego City Council approved dozens of regulation changes Tuesday that Mayor Kevin Faulconer says will increase the supply of housing while lowering development cost.The plan aims to create more homes, lower development costs and promote smart growth.The approval includes changes to the Affordable Housing Density Bonus program, which means developers will be able to build more units in the allotted space.The council also approved Faulconer’s 46 recommended updates to the land development code including easing zoning regulations to create more live/work developments, implementing parking exemptions for designated historic structures and changing ground floor height limits to allow for three-story buildings in 30-feet high limits.Some proposed changes to the Density Bonus Program include: 841
