(KGTV) -- Police in Carlsbad are investigating following an apparent murder-suicide Tuesday afternoon.Police were contacted by the family of a man who reportedly said he had killed his wife around noon Tuesday.Investigators discovered that the man was driving around the southern part of Carlsbad in his car.When officers found the vehicle they discovered a deceased 89-year-old passenger and a deceased 92-year-old driver inside.At this time, the circumstances surrounding the incident are unclear. California regulators want to tax text messages to increase funds for programs that bring connectivity to underserved residents.A new surcharge proposed by the California Public Utilities Commission (CPUC) wouldn't be a per-text tax, but a monthly fee based a cellular bill that includes any fees for text-message services. Most carriers offer a flat fee option for texting, and already charge a similar fee for other services included in the bill — such as phone calls. The exact structure of the charge would vary from carrier to carrier.The commission will vote on the measure January 10, 2019, and is facing strong opposition from industry trade groups like the CTIA, which represents AT&T Mobility, Sprint, and T-Mobile. (AT&T is the parent company of CNN.)The 52-page proposal by CPUC Commissioner Carla J. Peterman lays out the details of the plan, and says the state's Public Purpose Program budget is going up while incoming fees to fill it are decreasing. Currently the surcharge rate is less than 7%.The proposed plan could be complicated by a new Federal Communication Commission ruling. On Wednesday, the FCC approved a new rule that classifies text messages as an "information service" like email. Proponent of the rule say it will give carriers the ability to crack down on spam messages, and critics say it could lead to carriers censoring messages.The CTIA argued in a legal filing submitted Wednesday that if texts are an information service, then the CPUC doesn't have authority over them and can't add on surcharges. It claims the proposal would go against federal law.The industry group also says the proposal would create inequity "between wireless carriers and other providers of messaging services," such as WhatsApp, iMessage and Skype."Subjecting wireless carriers' text messaging traffic to surcharges that cannot be applied to the lion's share of messaging traffic and messaging providers is illogical, anticompetitive, and harmful to consumers," the CTIA said in its filing.In light of the FCC ruling and other legal filings submitted to the CPUC, the group could change its draft proposal before the vote next month.According to the CPUC, the charges go to a number of different programs, including 911 services, subsidized phone service for low-income residents, and equipment for deaf and hard-of-hearing users. 2379

CEDAR PARK, TX — Three police officers were shot Sunday while responding to a call in Cedar Park, Texas, according to police.The three officers suffered non-fatal injuries while responding to the call on Sunday afternoon and are currently stable at a local hospital.The shooting began an hours-long standoff that lasted throughout the evening on Sunday and well into Monday morning. (KGTV) - A North County 7th grade teacher is the SDCCU Classroom Hero for the month of June.This social studies instructor has a knack for engaging students by asking them to step into the shoes of those they're learning about."Now, when we look at America, it's a little different here right?" Joe Heath queries his social studies class at Aviara Oaks Middle School in Carlsbad.Heath has been teaching for more than 30 years, and this day has his 7th graders focused on pre-20th century Japanese culture."Most of the marriages were actually arranged," Heath explains to one student. "Your Mom or your Dad choosing your spouse. How would you feel about that?" For Coach Heath, as his students like to call him, Social Studies is about connecting and empathizing with people who lived through a different time and culture - not simply memorizing abstract names and dates. "I don't take that approach." said Heath, "In large part because I don't remember those names or those dates. I'm really good with remembering concepts and how people dealt with difficulties historically....and those same difficulties we face today.""It's not just absorbing facts where you write it down and then say it later," said student Rylan Hoffius. "It's actually talking about it and understanding the deeper meanings of it." Coach Heath's lectures are like conversations as he prompts his students to take part. "With many little strokes, a large tree is felled. What does that mean?""He knows every one of his kids." said Aviara Principal Rose Flowers. She says Heath's approach resonates so well with students, discussions often continue outside the classroom. And as students relate to their study subjects, their bond also grows with their teacher."We as adults, when we make those strong connections, which Coach Heath does, it reconnects these kids to that familiar figure that an adult can be trusted," said Flowers.
