EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene.In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway.The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. EL CAJON (KGTV) -- A motorcyclist who crashed into a parked truck on a residential street in Fletcher Hills has died, El Cajon police said Tuesday.Shortly after the crash, some off-duty nurses rushed to help the critically injured motorcyclist, identified Wednesday as 36-year-old Julian Garcia, allowing emergency crews to rush him to the hospital.Jennifer Lepari said she heard a “loud boom” on Valley Lake Drive near Valley Mill Road around 8:30 p.m. Monday. “It almost shook the house. It was really, really loud,” she said.Lepari and her husband Jerome are both nurses. Jerome quickly used his belt as a tourniquet on the rider’s leg to staunch the bleeding while Jennifer applied pressure and spoke with dispatchers, according to neighbors.“With the amount of blood he lost and the time it took [for emergency crews to arrive], even the cops said [the rider] wouldn’t have lasted if [Jerome] hadn’t done that,” Lepari said.El Cajon police say the motorcyclist struck a parked work truck on Valley Mill Road for unknown reasons. Investigators believe speed may have been a factor but the crash is still under investigation, Lt. Randy Soulard said.A third off-duty nurse who lives around the block also tended to the badly injured rider, neighbors said.“It was awesome to see the people with that sort of medical experience jump in and not hesitate,” said a neighbor named Lisa.Once police arrived, an officer applied a second tourniquet to the rider’s leg, Lt. (KGTV) — A woman and her 16-year-old daughter were rescued from a remote part of Otay Mountain Friday.U.S. Border Patrol said the woman and teenager were found after being lost without food and water in a mountainous area of southeast Otay Lakes Reservoir at about 12 p.m. Border Search Trauma and Rescue and San Diego Sheriff's Department responded to the rescue effort. (KGTV) — East County authorities are searching for a reported person trying to lure students at a nearby elementary school.El Cajon Police said officials at Flying Hills Elementary requested extra patrols Thursday over concerns of someone trying to lure students. Police said a 9-year-old boy was in an alley near the 1300 block of North Cuyamaca St. when a man approached in a vehicle. The man waved to the boy and said "get in the car." The vehicle was described as a red sedan, while the suspect was described as a white man in his 20s, with a mustache, red shirt, and black baseball hat.Police said they are aware of two other separate incidents as well. The first was on Tuesday in the 100 block of South Mollison Ave. A 12-year-old girl was approached by a man in a vehicle as she was walking to school. The man asked her a question and made a sexual comment before driving away, police said.The man was described as a white man, with balding dark hair, "scruffy" unshaven face, and possibly wearing a gray shirt and gray pants.The second incident occurred that same day just after 3:15 p.m. on Swallow Dr. A 13-year-old girl was walking home east of Finsh St. when man on foot approached her and said "come with me, I'm safe." He was described as a white man in his 40s, with a gray beard, short dark hair, and last seen wearing tan shorts, a dark shirt, black baseball hat, and black backpack.Police are investigating all three incidents, but said they do not believe they are related. Police have increased patrols in the area and at nearby schools.School staff from Lakeside Middle School also reported a suspicious incident as well just after 9:30 a.m. Thursday, according to the San Diego Sheriff's Department.
