WASHINGTON — The Supreme Court has refused to block the execution of four federal prison inmates who are scheduled to be put to death in July and August. The executions would mark the first use of the death penalty on the federal level since 2003. The justices rejected an appeal from four inmates who were convicted of killing children. The court’s action leaves no obstacles standing in the way of the executions, the first of which is scheduled for July 13. The inmates are separately asking a federal judge in Washington to impose a new delay on their executions over other legal issues that have yet to be resolved. 628

WASHINGTON (AP) — For the first time in Marine Corps history, women are attending a previously male-only combat training course in California.Marine Capt. Joshua Pena said 40 female Marine students checked-in Tuesday to the Marine Combat Training Battalion at Camp Pendleton. The move comes at least seven months after senior Marine leaders said they were considering the change, amid criticism that much of the early training excludes women. The entry-level course is for Marines who've finished boot camp and aren't assigned to infantry jobs. It lasts about a month and involves basic combat training, including patrol and convoy operations, marksmanship and the use of grenade launchers and machine guns.Pena said the female Marines will be fully integrated with the men, and that their inclusion triggered no changes to the course instruction. He said that eventually as many as 1,700 women would go through the combat training there each year.Currently Marine boot camp on the West Coast is only for male recruits. Women attend boot camp at Parris Island in South Carolina, where they are separated from the men for portions of the training. Congress members have been critical of that policy, and the Corps has been reviewing it.Until now, half of the Marine Corps' male recruits would go through their initial training on the West Coast where they had no female colleagues. A key reason for the limits is the shortage of female recruits. Women make up just 8.7 percent of the Corps. But Marine leaders have been eyeing changes with the belief that giving the men greater exposure to women recruits during training could foster better relations and greater respect over time. 1686

WASHINGTON — The Supreme Court sounded skeptical Monday that President Donald Trump could categorically exclude people living in the country illegally from the population count used to allot seats among the states in the House of Representatives. But it also appeared possible that the justices could avoid a final ruling on the issue until they know how broadly the Trump administration acts in its final days in office and whether the division of House seats is affected. No president has tried to do what Trump outlined in a memo in July — remove millions of noncitizens from the once-a-decade head count of the U.S. population that determines how many seats each state gets in the House of Representatives, as well as the allocation of some federal funding.Justice Amy Coney Barrett was among several members of the court who said the administration’s argument for broad discretion in deciding whom to exclude is troublesome because “a lot of the historical evidence and long-standing practice really cuts against your position.”The court decided to hear the case on a fast track, based on the administration’s plea for a decision by early January, when Trump is required by law to transmit census numbers to Congress. The Census Bureau is supposed to send the data to Trump by Dec. 31. However, the bureau said last month they are checking anomalies and the data will be delayed. They did not give a new date, only saying they hope some data will be available in January. Another unknown is if data quality will be affected by the pandemic, a shortened schedule and natural disasters in 2020 that displaced thousands of people. In 2019, the Supreme Court ruled that the Trump administration could not include a question on the census that asked if a person was an American citizen. 1791

WASHINGTON (AP) — A top White House aide defends President Donald Trump's tweets about an influential black Democratic congressman and his Baltimore district as a justified response to the lawmaker's criticism of administration border policies.Acting chief of staff Mick Mulvaney says Trump was upset over what he perceives to be inaccurate statements by Rep. Elijah Cummings about conditions in which children are being held in detention at the U.S.-Mexico border.Mulvaney tells "Fox News Sunday" that "when the president hears lies like that, he's going to fight back."At a hearing last week, Cummings accused a top administration official of wrongly calling reports of filthy, overcrowded border facilities "unsubstantiated."Mulvaney denies that Trump's Twitter comments Saturday were racist and says Trump would criticize any lawmaker who spoke unfairly about his policies. 885
