Months of debate have transitioned into action as school districts across the country welcome students back for the 2020-2021 school year, whether online or in-person.In Iowa, however, the debate over how to approach the topic has transitioned to the court system.In July, Gov. Kim Reynolds announced a new mandate at a press conference requiring school districts teach at least 50 percent of its curriculum in-person. She also said school districts would only be able to move to an online-only curriculum if the COVID-19 positivity rate in that region reached 15 percent or higher.It is one of the highest positivity rate thresholds in the country.The CDC has used the positivity rate, or percentage of COVID-19 tests that return a positive result, as a barometer of how the coronavirus is circulating across the country. Below 10 percent is indicative of the shrinking rate of transmission.When it came out with school guidelines, the CDC recommended schools only reopen to in-person learning if the positivity rate was 5 percent or below.For comparison, New York City has said kids can’t go back to school until the positivity rate is under 3 percent. Arizona has set its bar at 7 percent, and even the surgeon general has said schools nationwide shouldn’t consider returning to in-person learning unless the positivity rate is under 10 percent.“I look at my husband who has to go teach in high school and look at the risks that presents to him. I have to look at my kids who are missing out on in-person school,” said Lisa Williams, a school board member in Iowa City.Recently, the Iowa City Community School District joined in on a lawsuit filed against the state that claims the governor is violating the state constitution by not looking out for the well-being of Iowans.“It’s troubling,” said Williams. “I think kids need to be in school. They need to be for a whole host of reasons, but I don’t think the 15 percent is a good barometer of whether or not it is safe to do so.”“I was shocked,” said Mary Kenyon of the governor’s mandate. “I was angry. I’m still angry. I have a lot of anger.”Kenyon has decided to keep her son home to learn online unless things change. Despite the new mandate, the state is allowing parents to keep their kids home so they can learn in a virtual-only capacity if they choose.“They are trying to create a policy that will blanket a state that has widely varying types of educational settings,” she said.The issue isn’t exclusive to Iowa, either, but most rural states. Iowa City’s school district has 14,000 students. Compare that to some of its rural counties that only have a few hundred and a 15 percent positivity rate means something entirely different, she says.“I think we all want what’s best for our kids and we all don’t agree on what that looks like,” said Williams. 2825

According to police, three suspects entered the Eclipse Jewelry store just before 12:30 p.m. The suspects, only described as police as three black men, smashed three to six jewelry cases and got away with an unknown amount of jewelry. RELATED: Good Samaritan picks up diamond ring dropped by jewelry store robber, witnesses sayAfter leaving the store, police say the suspects ran to a getaway car on North 2nd Avenue. Police are looking into whether or not this incident is linked to a string of jewelry store robberies in late 2018 and early 2017. Between December of 2018 and February of 2019, at least three other jewelry stores throughout San Diego County were robbed in a similary manner. NASHVILLE, Tenn. -- A Nashville ride-hailing driver is using the money she earns to make meals for the homeless.Kerry Wiles is a full-time scientist at the Cooperative Human Tissue Network at Vanderbilt University Medical Center.When Wiles was diagnosed with breast cancer in 2018, she made a bucket list that included driving for Uber and Lyft."I thought 'I'm going to make a bucket list of everything I've wondered about' and this was on it," said Wiles.Within a couple days, Wiles knew she liked the gig."What I found is I really like talking to the people. I like meeting them and sharing my favorite spots in Nashville," she said.But Wiles also discovered quickly that Nashville's homeless population is sizable and growing."As I was driving around I would notice the same people in the same spots and I noticed a lot of new homeless," she said.A week into it, Wiles began making meals for the homeless."If I have a rider with me, they're kind of amazed," she said.Wiles uses the fares and tips she receives to pay for the lunches. She hands them out during her shifts."If you leave a tip I match it... everything I need to make the lunches is basically subsidized by my tips and rides," she said.Wiles has her route down to a science now. On Saturdays and Sundays, she typically hands out more than 100 lunches.This summer, a customer started to help after hearing about what she does."It's the best thing in the world," said Ryan Caldwells. "It's a humbling experience. When I was a bellhop, I would see people freezing and under bridges and it just didn't sit well in my soul.""We started talking about his goals and dreams and he said he wanted to work with the homeless. I love having his help. He's energetic and an amazing 24-year-old kid," Wiles said.Recently, the duo started writing down the shoe sizes of people in the homeless community to get them boots for the colder months.WTVF's Hannah McDonald asked, "How do you fit this all into your week?""What's important you fit into your week. You just have to determine what's important. Mourners lined up to pay their respects to Rayshard Brooks in a public viewing at Ebenezer Baptist Church in Atlanta. A gold-colored coffin carrying the body of the man who was fatally shot by police arrived at the church just under an hour before the viewing was set to begin Monday. A handful of people were waiting outside well before the church opened. Officer Garrett Rolfe fatally shot Brooks in the back when Brooks fired a Taser in his direction while running away after a struggle on June 12. Rolfe is white. Brooks was Black. Rolfe was fired and is jailed without bond on a murder charge.Following Brooks' viewing, a memorial service will be held for him on Tuesday in Atlanta. 697

(KGTV) — Police asked the National City motorists to avoid a stretch of road after a water main break Saturday.National City Police advised motorists to avoid the westbound lanes in the 1300 block of East 8th St., between M and N Avenues, following the severed main. The break on the westbound side of East 8th St. will require a detour throughout Saturday. Sweetwater Authority is working to stabilize and clear the break.The eastbound lanes of East 8th St. are not affected. 506
