JACUMBA, Calif. (KGTV) -- Border Patrol and a host of other government agencies are investigating after authorities found a cross-border tunnel in the east San Diego County town of Jacumba.The tunnel was discovered by Mexican State Police on September 19 just 221 feet south of the U.S./Mexico boundary.On October 4, agents found an entry point that was roughly 31 feet deep. The total length of the tunnel is 627 feet, 336 feet of which is in the United States.The average length of the tunnel was three feet high and two and a half feet wide. An exit shaft was discovered, but didn't break the surface into the U.S. RELATED: Cross-border tunnel leading to KFC found in YumaOn top of the massive tunnel, authorities discovered a complex system used to light and ventilate the tunnel. The system included solar panels used to run the electrical, lighting and ventilation systems, and a pump system used to get rid of any water inside the tunnel.Authorities didn’t say whether any arrests have been made or what the tunnel was supposed to be used for, though the Drug Enforcement Administration is one of the investigating agencies. 1149

(AP) -- Court records show that a man accused of killing two people and then himself at a video gaming competition in Florida had been hospitalized for mental illness, according to the Associated Press. Divorce filings from the parents of 24-year-old David Katz of Baltimore say that as a teenager he was twice hospitalized in psychiatric facilities and that he was prescribed anti-psychotic and anti-depressant medications.The records show Katz's parents disagreed deeply on how to care for their troubled son.Katz's father claimed his estranged wife was exaggerating symptoms of mental illness as part of the couple's long-running and acrimonious custody battle. They divorced in 2007.Authorities say Katz killed two people and wounded nine others Sunday before fatally shooting himself at the "Madden NFL 19" tournament in Jacksonville. 876

LA JOLLA, Calif. (KGTV) — Coast Boulevard in La Jolla was shut down Thursday, and will remain temporarily closed, as city crews began emergency construction to stabilize a nearby cave.The city closed Coast Blvd. late Thursday to begin an emergency project to stabilize Cook's Crack after geology experts discovered a zone of weakness in the cave, which is located underneath the street.During a press conference, crews said the concern is an outright collapse of the section of road over the cave. Currently, the weakness "is not a slow settlement" and could fail if erosion happens underneath the street. Much of the dense rock had eroded, and now sand and roots were showing through from underneath.As part of the project, sections of Cave St. and Coast Blvd. will be temporarily closed to traffic for about six weeks. The city said it will make accommodations for nearby residents and business affected by the closure.Officials said the discovery came as the city assessed repairs to Coast Blvd."They said there's been some shift in the road itself," David Heine, owner of nearby Brockton Villa Restaurant, said. "The busiest two weeks of summer, literally ... Obviously safety's the number one concern for any city, and we respect that." Heine said crews are allowing pedestrians to continue to walk through the area.The city called in crews from Texas, who drove in overnight to take over the project. Friday, the crews began drilling into the street above to locate some of the weakest points. Eco-friendly polyurethane will be used to shore up those weak points, crews say.Cook's Crack is located in the area between La Jolla Cove and the popular Cave Store. The section of coastline is populated by several small caves that tourists can explore through an entrance in The Cave Store or kayaking nearby.The section of Coast Blvd. over the cave is a popular route to visit the cove and coastline, as well as restaurants that dot the street. 1954

Joe Biden is poised to unveil his vision for the modern Democratic Party in the first presidential nominating convention of the coronavirus era, an all-virtual affair that will test the former vice president’s ability to overcome unprecedented logistical challenges in an urgent mission to energize a winning coalition.The Democratic National Convention, which formally begins Monday, is not a convention in the traditional sense. There will be no physical gathering place, no cheering audience, no balloons. The program will consist instead of a series of online video addresses — half of which will be pre-recorded — that play out for two hours each night until Biden formally accepts the Democratic presidential nomination in a mostly empty Delaware ballroom on Thursday.Along the way, Biden’s party will make history by unveiling the nation’s first Black vice presidential nominee, Kamala Harris. The speaking program also features two former presidents, two past presidential nominees, one former first lady, a former Republican governor, a New York ultra-billionaire and various working-class Americans.“Nothing about 2020 has been normal. So I don’t think anyone expected that this convention would be normal either,” said Atlanta Mayor Keisha Lance Bottoms, who was under consideration to serve as Biden’s running mate and will speak at the convention. “I hope wherever people are that they’re excited about the moment and the opportunity that lies before us.”The online gathering comes as Democratic officials work to energize supporters behind Biden’s candidacy — not simply against President Donald Trump’s. The details, which are expected to be approved overwhelmingly, were hammered out in Zoom meetings.Progressives got their say when they extended party rules through 2024 that ban so-called “superdelegates” from voting for the party’s presidential nominee on the first nominating ballot.But without the opportunity for the approximately 4,800 Democratic delegates from across the country to gather on the same convention hall floor, as is tradition, the opportunity for a genuine convention debate over the direction of the party has been eliminated.Larry Cohen, a prominent Rules Committee member and Sanders’ confidant, lamented the loss of an in-person convention, but not because it limits debate.“The key of a convention, really, is the party building that comes with 57 different delegations,” he said, noting the in-person daily meetings that would occur in hotels across a host city. “You shape the party in those breakfast meetings, where you argue over what it means to be a Democrat in Wyoming, what does it mean in Georgia.”With less focus on policy debates, convention officials are highlighting the historic racial diversity on the ticket as the nation experiences a national awakening on race.
