NEW YORK (AP) — J.C. Penney says it is closing 154 stores nationwide in what it is calling the first phase of its efforts to shrink its footprint. According to USA Today, the retailer received bankruptcy court approval on Thursday to begin liquidation sales at stores that are permanently closing. The Plano, Texas-based retailer said it could take about 10 to 16 weeks to complete the closures. “While closing stores is always an extremely difficult decision, our store optimization strategy is vital to ensuring we emerge from both Chapter 11 and the COVID-19 pandemic as a stronger retailer with greater financial flexibility to allow us to continue serving our loyal customers for decades to come,” said Jill Soltau, chief executive officer of JCPenney in a press release. “I am incredibly grateful to our talented associates for their ongoing dedication and their passion for meeting and exceeding our customers’ expectations during this difficult and uncertain time. All impacted associates will be treated with the utmost consideration and respect.”Penney filed for bankruptcy protection last month, making it the biggest retailer to do since the coronavirus pandemic forced non-essential stores to be shut down temporarily. NEW YORK CITY — The principals and teachers unions are calling for New York City to delay school reopening for at least a month.While most major cities have opted to start the school year virtually, New York City still plans on resuming in-person. Mayor Bill de Blasio responded while touring Village Academy in Far Rockaway, Queens on Wednesday with Schools Chancellor Richard Carranza."Unions will always sound various alarms and unions will say things sometimes in a very dramatic fashion, this is nothing new in New York City," de Blasio said. "But the question is really, what is the mission? The mission is to take care of our kids."Jacob Stebel, a high school film teacher in the Bronx, said a pod system, where students would be taught in groups in a single classroom, won’t work with high schoolers.“Students will be grouped by the classes they have to take together, instead of students moving from classroom to classroom, teachers are moving from classroom to classroom," Stebel said.That would put him in six to seven different classrooms a day with just as many groups of students.“If I have to go into eight different classrooms a day, I have to set up my materials again,” he said.According to the mayor and city’s top educator, with a month to go, they’re still working through the details."One of the things we're working on right now, and, again, with a month to go, is how can we compress things so even at the middle school and high school level, there's less movement," de Blasio said. NEW YORK — Travelers from states with a high rate of coronavirus transmission are now required to provide contact information upon entering New York, or they could face a hefty fine.New York Gov. Andrew Cuomo announced the emergency order during a coronavirus briefing on Monday in an effort to enforce the state’s travel advisory, which mandates travelers from designated states to self-quarantine for 14 days when they arrive in New York.Travelers who do not comply could face a ,000 fine and a hearing for a court-ordered quarantine.Cuomo, New Jersey Gov. Phil Murphy and Connecticut Gov. Ned Lamont announced the travel advisory in late June as the number of coronavirus cases began to surge in other parts of the country.“We worked really hard to get the viral transmission rate down, and we don’t want to see it go up,” Cuomo had said of the decision to implement the advisory.The travel advisory applies to states that have an infection rate above 10 cases per 100,000 people or if 10% of the total population tests positive. North Korea has agreed to refrain from conducting nuclear and missile tests while engaging in dialogue with South Korea, Seoul's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.Chung added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."Chung said that as part of the dialogue, the two Koreas would hold a summit next month, the first of its kind in more than a decade.The last inter-Korean summit was in 2007, when South Korean President Roh Moo-hyun met Kim's father, late North Korean leader Kim Jong Il.The meeting will be held at the Panmunjom Peace House on the South Korean side of the demilitarized zone that divides the two countries, Chung said.Pyongyang and Seoul will also open a communication hotline that will enable Kim and South Korean President Moon Jae-in to speak directly.Moon sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.It's believed to be the first time the young North Korean leader has ever met with any officials from South Korea since taking power in 2011.Developing story - more to come  1312
