The parents of Otto Warmbier are suing North Korea in a 22-page complaint filed Thursday in federal court in Washington.Warmbier was a college student from Wyoming, Ohio, who was jailed in North Korea and died shortly after he was returned to the United States in a coma.In the document, Fred and Cindy Warmbier accuse Kim Jong Un's "criminal" regime of brutally torturing and murdering the 22-year-old during his 17-month-long captivity from Jan. 2, 2016, through June 13, 2017.“Otto was taken hostage, kept as a prisoner for political purposes, used as a pawn and singled out for exceptionally harsh and brutal treatment by Kim Jong Un. Kim and his regime have portrayed themselves as innocent, while they intentionally destroyed our son’s life. This lawsuit is another step in holding North Korea accountable for its barbaric treatment of Otto and our family," said Fred Warmbier in a statement. Examine the full complaint in the box below.Last summer, Fred Warmbier told the hosts of Fox & Friends and CNN "it looked like someone had taken pliers and tried to rearrange" Otto's bottom teeth. He said he noticed this while?examining?his son after he returned to the U.S. in June. But the Hamilton County Coroner's Office disputed that account. In a news conference, Coroner Dr. Lakshmi Sammarco said she did not see "any evidence of trauma" to Otto's teeth upon his return from North Korea and that she was surprised by the Warmbier's statements.The Warmbiers also attended President Trump's State of the Union address in January.“You are powerful witnesses to a menace that threatens our world, and your strength inspires truly us all,” Trump said to the Warmbiers. “Tonight, we pledge to honor Otto's memory with total American resolve.”Following that, Fred Warmbier accompanied Vice President Mike Pence to the Olympics in South Korea.  1935

The mayor of Compton, California, has told the Los Angeles Times that she is launching a pilot program with a local non-profit that will give 800 residents a "guaranteed income" over the next two years.Compton Mayor Aja Brown told the Times that a non-profit called the Compton Pledge would select 800 low-income residents and distribute a "guaranteed income" to them for the next two years.According to the Times, the participants will be selected from a "pre-verified" list of low-income families in the area. Over the span of two years, the Compton Pledge plans to provide the families with "at least a few hundred dollars on a recurring basis" without any strings attached. The program will also provide families with financial guidance and track their spending and well-being throughout the process.While the Compton Pledge has not said where it is getting its funding or how much participants would receive, The Los Angeles Times reports that the program hopes to include a "representative sample" of the city's racial makeup in its participants.Once considered a fringe concept, the idea of a "universal basic income" has gained traction among left-wing politicians in recent years. Such a policy would provide all Americans with a monthly stipend which recipients would be free to spend as they see fit. Businessman Andrew Yang ran for the 2020 Democratic presidential nomination based on the idea.The concept gained further traction amid the COVID-19 pandemic when lawmakers agreed to provide most Americans with a ,200 check as the government shut down businesses to prevent the spread of the virus.While critics of a universal basic income claim such a policy would lead to high unemployment numbers and lead to spending on non-essential goods, some studies have shown that's not always the case. A similar program being conducted in Stockton, California, shows that recipients of basic income funds were mostly spent on food, clothes, and utility bills. 1975

  

The Lima Police Department in Ohio has issued a statewide endangered missing child advisory for four children taken by their mother who doesn't have custody of them.Their mother, Marianne Merritt, is said to be headed to Florida. Authorities are looking for a vehicle that is described as a dark blue 2000 Chrysler Voyager with Ohio license plate: FMQ3175. The minivan has a white passenger door.Damara Croley,13, Benjamin Karl- Leland Croley, 12, Patience Wilson, 9, and Damien Wilson, 8, were taken by their non-custodial mother, according to a release.Authorities said Merritt's boyfriend, Charles Perkins, is believed to be with them. He is said to be abusive toward the children and has active warrants. The Miami Police Department says what began as disagreement about masks led to an assault on Sunday evening.According to a statement from the Miami Police Department, the incident began at Latin Cafe, a ventanita or coffee shop near Miami International Airport. Surveillance video shows five people milling about outside of the cafe.The Miami Police Department says a few patrons got into an argument about mask compliance. Video shows one customer, wearing a mask and a red shirt, gesturing toward cafe employees and appearing to speak in exaggerated tones toward another customer without a mask.The customer without a mask stepped toward the man in the red shirt, and then a struggle ensued. Additional security footage shows the man in the red shirt falling to the ground. That man's girlfriend saw the incident from her car and ran to help. Police say she was also hit during the scuffle.Miami Police Officer Kiara Delva told WSVN-TV in Miami that the fight left the man in the red shirt "disoriented."Police say they're searching for four people in connection with the incident. It's unclear how many of those people could face charges.Miami currently requires the use of masks in public to prevent the spread of the coronavirus. First-time offenders are issued warnings, while repeat offenders could face fines. 1325
