SAN FRANCISCO, Sept. 22 (Xinhua) -- Former eBay Chief Executive Officer and California governor candidate Meg Whitman on Thursday was named Hewlett-Packard's new CEO, replacing Leo Apotheker who served 11 months on the job."We are fortunate to have someone of Meg Whitman's caliber and experience step up to lead HP," said the California-based company in a statement."We are at a critical moment and we need renewed leadership to successfully implement our strategy and take advantage of the market opportunities ahead," said the troubled tech giant.It noted that the job of the HP CEO now requires additional attributes to successfully execute on the company's strategy, adding Whitman "has the right operational and communication skills and leadership abilities to deliver improved execution and financial performance.""I am honored and excited to lead HP. I believe HP matters -- it matters to Silicon Valley, California, the country and the world," said Whitman in a statement.Whitman, 55, joined the HP board in January and served as president and CEO of eBay from 1998 to 2008, when she led the company through its initial public offering and massive growth.During her last years at eBay, she is blamed for not being able to halt the sales slowdown and overpaying for the 2005 acquisition of Skype with 4.1 billion dollars. In 2009, Skype was sold by eBay at a valuation of 2.75 billion dollars.Whitman won the Republican nomination for governor of California in 2010. She lost the election to Gov. Jerry Brown after spending more than 140 million dollars of her own fortune on the campaign. EnditemHP said the appointments are effective immediately, following the decision that Apotheker stepped down as president and CEO and resigned as a director of the company.Multiple U.S. media reported on Wednesday that Apotheker was to be ousted, sending HP shares soaring on the market and in the after-hour trading.Apotheker, 58, was named HP CEO 11 months ago to replace Mark Hurd, who was ousted due to a scandal over a personal relationship with a company contractor and then became co-president of Oracle. Before HP, Apotheker had served as CEO of German software giant SAP for 10 months.On Aug. 18, Apotheker announced that HP will shut down its mobile business, spin off its core personal computer business and transfer into a cloud-based software and services provider for businesses including a 10.3 billion-dollar acquisition of British software company Autonomy.Shares of the company plunged 20 percent the following day, the worst one-day loss since Black Monday in 1987.On Sept. 30, 2010, the day before Apotheker's appointment as HP CEO, the tech giant's stock closed at 42.04 dollars. On Tuesday, the price closed at 22.47 dollars, a decrease of 46.6 percent in less than a year.On Monday, HP was reported to begin sending over 500 employees pink slips in the WebOS division, after announcing to stop making WebOS devices in August.

BEIJING, Aug. 1 (Xinhua) -- The provinces of Guizhou and Hunan reported their lowest levels of precipitation since 1951 in July, the China Meteorological Administration (CMA) said on Monday.Precipitation levels across the country saw a decrease of 8.7 percent from the average level of 115.9 mm in July, the lowest levels seen in 11 years, said Chen Zhenlin, an expert with the CMA.The average temperature recorded across the country in July was 22.1 degrees Celsius, up 0.7 degrees Celsius from the average level.

XIAMEN, July 23 (Xinhua) -- A rescue and breeding base for endangered Chinese white dolphins started a trial operational period on Saturday in the southeastern seaside resort of Xiamen. The base is the first of its kind in the country.The base, located on the city's Huoshaoyu Islet, includes a rescue center and a breeding area and can accommodate up to four to six white dolphins, said Pan Shijian, vice mayor of Xiamen.Previously, rescuers had to return injured white dolphins back to the sea after giving them simple medical treatment due to the lack of a rescue base, Pan said."From now on, the base will be a hospital for injured or stranded dolphins," he said.The base will also be used as a rehabilitation center for children with infantile autism and brain paralysis, with the dolphins acting as "doctors" during the children's recovery period, he added.The Chinese white dolphin mainly lives in the seas around Xiamen and the Pearl River estuary in south China. The dolphins are under first-class state protection.The Chinese Academy of Fishery Sciences estimates that about 2,000 of the dolphins are living in China's seas.

  

WASHINGTON, Aug. 12 (Xinhua) -- NASA announced Friday the creation of a new directorate that will focus on both the International Space Station operations and human exploration beyond low earth orbit.The Human Exploration and Operations Mission Directorate combines the Space Operations and Exploration Systems mission directorates. While the transition and personnel assignments will take several weeks to finalize, the directorate already is supporting space station operations. It also will manage commercial crew and cargo developmental programs; construction of the Orion Multipurpose Crew Vehicle, a spacecraft designed to travel beyond low Earth orbit; development of a new heavy lift rocket, known as the Space Launch System; and other programs within the directorates."America is opening a bold new chapter in human space exploration," NASA Administrator Charles Bolden said in a statement. "By combining the resources of Space Operations and Exploration Systems, and creating the Human Exploration and Operations Mission Directorate, we are recommitting ourselves to American leadership in space for years to come."Associate Administrator Bill Gerstenmaier will head the new organization. He previously served as the associate administrator for Space Operations.

  

OTTAWA, Sept. 29 (Xinhua) -- Climate change could cost Canada billions of dollars a year by the end of this decade, a government funded study group announced Thursday.The National Round Table on the Environment and the Economy said the cost of climate change for Canada could start at roughly 5 billion Canadian dollars per year in 2020 and increase to between 21 billion and 43 billion per year by 2050. Those costs would come from shoreline damage, public health problems, and disruptions to the economy.It also predicted a slight increase in deaths in major cities from heat and air pollution.The round table researchers estimated the cost of climate change is expected to be roughly 0.8 percent to 1.0 percent of GDP -- or 43 billion Canadian dollars a year -- by 2050, if the problem is allowed to worsen.But the report did not address possible benefits, such as reduced demand for hea
