Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously. We ask that before you shut down 550 thousand women, first generation immigrants, single mothers, you do a little more research," said Campbell. 2424

SAN DIEGO (KGTV) - Families across the San Diego region are continuing to battle record high home prices and rents.But there are now several plans in the works to boost supply - and hopefully bring prices down."There's no magic bullet, no magic wand," said Rick Gentry, who heads the San Diego Housing Commission. "I don't see there's one solution. There are a host of solutions that we can bring to bear that over time will reduce the problem."Jimmy Ayala, who heads Pardee Homes of San Diego, says the biggest change that could lower prices is reducing the time it takes to get permits. He says builders can work impact fees into their budgets, but over-regulation and delays from community opposition adds costs to projects that cause some developers to shy away.FULL COVERAGE: Making It in San Diego"If you start on this day and perhaps you end on a more certain date, then more people would enter the industry, more people would enter the market, we'd eventually get more homes," Ayala said, noting that Pardee's 415-home master plan community in Santee called Weston took 10 years for approvals.Local and state governments appear to be on board. The city of San Diego is now offering density bonuses and streamlined review for some projects. It also is encouraging builders add more, smaller units in the same building, with less parking requirements. The county is exploring other options to reduce hurdles to development.That, however, is adding to some San Diego neighborhood group concerns about overdevelopment."My group and my associates just want to see it remain a nice place to live," said Tom Mullaney, who heads Uptown United. "We think we can do that with lots of new development and lots of new housing, but we can't do it if our city government is going to throw out the rule book."Additionally, the San Diego Housing Commission is now able to help finance apartment projects with units for middle income earners, according to a new state law."The challenge for us is how do we develop lower than market rate product for this new customer base without taking away from the customer base that we've traditionally served," Gentry said, noting turnover has dropped drastically at its 3,400 affordable apartments in San Diego.Mark Goldman, a real estate lecturer at San Diego State University, said it would take decades to really balance out supply and demand. But he said any assurances could ease risk for developers who may not want to get involved."You don't know when you're going to get that potential profit dollar," he said. SAN DIEGO (KGTV) -- Extreme wind and heat is causing a school district along the San Diego coast to close early Friday. The Coronado Unified School District announced Thursday that the district will be on a minimum day Friday as heat reaches into the 90s. A minimum day means that all schools will begin at their regular times, but end the day at 12:30 p.m. Friday will mark the second day the district will let out early as heat scorches the region. RELATED: Check today's San Diego County forecastThe Sweetwater Union High School District also announced Thursday that the City of Chula Vista canceled fireworks shows at homecoming games amid the dry weather. “Attention #SUHSD communities @ CPH, HTH, ORH & MOH. The City of CV & SD have cancelled permits for fireworks displays for this Friday’s Homecoming games. We are aware fireworks are a time-tradition, however due to concerns of severe dry weather, we have been advised against them,” the district said in a tweet.
