SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. San Ysidro, CA (KGTV)- The border wait times to cross into the United States are significantly shorter Tuesday.According to a U.S. Customs and Border Protection App, the wait times at the border in San Ysidro averaged around an hour depending on the time of day.In the last few days, border crossers reported waiting up to ten hours to cross into the U.S."A lot of people going to the border five, six hours before their work entry, it's been crazy," said Jose Montanez.Montanez is a married father of two. He lives in Tijuana, but crosses to work as a manager at a taco factory. He said the lines this weekend were especially bad, even in the pedestrian lanes."Four hours, five hours waiting in line, standing in line, you get tired," said Montanez.Last Friday, CBP began "adjusting operations" to focus on essential travel. The goal is to slow the spread of COVID-19.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S. Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States. (KGTV) -- Schools in the Grossmont Union High School District reopened for in-person learning Tuesday, allowing students back on campuses for the first time since the onset of the COVID-19 pandemic in March.A large number of students began in-class instruction on Tuesday, but there were many others who chose to remain at home for distance learning.ABC 10News was at Santana High School in Santee on Tuesday morning as students with masks on trickled onto campus. Each student underwent a health screening before heading into their classrooms.Under the district’s blended learning plan, reopening campuses to a limited number of students is step 2 out of 5. Each school will only have 25 percent of students on their campuses.
