BEIJING, May 20 (Xinhua) -- As the curtain is about to rise on the upcoming second round of the China-U.S. Strategic and Economic Dialogue (S&ED), to be held in Beijing on May 24-25, the world's attention will again focus on the Chinese capital.Chinese Vice Foreign Minister Cui Tiankai said Thursday that in order to achieve positive results from the dialogue, China will strengthen communications, enhance mutual trust and deepen cooperation with the United States.Analysts say this round of talks is of special significance because it signals a new consensus reached by the two sides after overcoming certain obstacles in their relationship.MOVING TOWARDS THE SAME DIRECTIONThe history of Sino-U.S. relations is full of twists and turns, so every step forward and every turn for the better is precious.The second S&ED will be another positive turn for both nations after they overcame a number of complicated problems in their relations.After Barack Obama took over the White House last year, Sino-U.S. relations got off to a good start. BEIJING, June 4 (Xinhua) -- China's National Development and Reform Commission (NDRC), the top economic planner, refuted a report on Friday claiming China is facing stagflation risks, arguing the national economic growth might slow slightly but stagflation is not going to occur.The NDRC response followed the release of a domestic report that claimed rising inflation and slowing economic growth would lead to stagflation in China.The NDRC added that the report was inaccurate and likely to cause misunderstandings and confusion, according to a statement released on its website.The statement went on to say growth in China's gross domestic product (GDP) was likely to slow down this year because of a higher comparison base used in the second half of last year, but it would still be one of the world's strongest growth rates and should not be labeled as "stagflation".Further, the NDRC noted that the consumer price index (CPI), a major gauge of China's inflation, was likely to exceed the government's 3-percent growth target in several months, but "there is a foundation to achieve the full-year CPI target of 3 percent" as long as China continued improving macro-regulations, it said.The NDRC statement noted that China would see "stable and comparatively fast economic growth" and "a moderate consumer price increase" this year.China's GDP rose 11.9 percent from a year earlier during the first quarter of this year. The CPI increased 2.4 percent year on year in March while the growth for April accelerated to 2.8 percent, according to the National Bureau of Statistics (NBS).The NBS is scheduled to release May economic data, including the CPI, fixed asset investment and retail sales, on June 11.

YUSHU, Qinghai, May 20 (Xinhua) -- A mental health facility was established in Yushu, northwest China's Qinghai Province, Thursday to provide psychological counseling for the victims of last month's massive earthquake.The facility will ease the quake-victims' psychological trauma.The April 14 quake took the lives of at least 2,200, injured another 12,135 and left countless emotionally scared and reeling from the loss of family members and friends."It may take five to ten years for victims to recover from their psychological trauma. It is hard to heal such trauma without professional help," said Shi Zhanbiao, an expert with the Psychological Research Institute under the Chinese Academy of Social Sciences (CASS).The facility was established by the institute and the Qinghai Academy of Social Sciences.It will help restore quake-victims' mental health, he said.China's central government has allocated 9 billion yuan (1.32 billion U.S. dollars) for reconstruction in quake-devastated Yushu this year, according to a statement issued after a regular State Council meeting Wednesday.The meeting also established a three-year target for rebuilding homes, schools and roads in the county.The Ministry of Finance will allocate more money in the second and third years.

SHANGHAI, April 3 (Xinhua) -- Environment authorities in Shanghai will ban burning waste straw in the suburban agricultural areas to ensure air quality during the World Expo period.The Shanghai Municipal Environment Protection Bureau will use satellite remote sensing to monitor the burning of waste straw during the Expo period from May 1 to Oct. 31, the bureau said in a statement Saturday.Statistics show that about 170,000 hectares of barley, wheat, paddy and rape are planted in the suburban agricultural areas of Shanghai, which can produce up to 1.3 million tonnes of waste straw every year, according to the bureau.Burning waste straw will produce carbon dioxide and other pollutants to pollute the air, it said.To help dispose of the waste straw, more than 40 organic fertilizer plants in Shanghai have planned to use more straw as auxiliary material in fertilizer production, the bureau said.The Shanghai World Expo, with the theme of "Better City, Better Life," is expected to draw 70 million visitors from around the world during the six-month period.
