MAPLE HEIGHTS, Ohio — Maple Heights Mayor Annette Blackwell believes northeast Ohio's shortage of affordable housing is having a tragic impact on the academic development of children. Blackwell told WEWS the affordable housing shortage is causing too many families to move from school district to school district and, in some cases, multiple moves are made in one school year.Blackwell said housing insecurity is playing a major factor in hindering the education of children, especially children from African-American families living in Cleveland and the inner-ring suburbs."It is an issue here in northeast Ohio, it is an issue here in the school district in Maple Heights," Blackwell said. "These children have to deal with the stress when they see their parents negotiating with the landlord, they see mom's rejection, they are part of that rejection when the application gets turned down, or the eviction notice comes.""All of these things add to the heightened sense of anxiety and stress. It's overwhelming on a daily basis."Blackwell pointed to a Harvard Medical School?study indicating that multiple moves contribute to a critical loss of learning.Blackwell said too many families simply can't afford to find good, stable housing."They make between and an hour, they have three kids, they have a car they're trying to maintain and they have to work two jobs to do that," Blackwell said.Professor Ronnie Dunn, Cleveland State University chief diversity and inclusion officer, told WEWS the toxic stress caused by multiple moves and a lack of affordable places to live are hurting young children and families more and more."In Cleveland, we average about 11,000 evictions annually," Dunn said. "A lot of that stems from living in inadequate, poor housing. It has a very dire and adverse effect."Blackwell believes possible solutions include creating tax credits to give developers incentives to create new affordable housing, and municipalities and developers working together to re-purpose existing square footage."There's a lot of ugly empty buildings, gut them," Blackwell said. From disinfecting desks to implementing social distancing guidelines, some employers are learning it still might not be enough to bring people back to their desks."There are people who have fears of returning back to work due to safety concerns. Maybe they might be at a higher risk due to a compromised immune system or someone else within their family so they have some concerns about returning. Some employees don’t want to return-- and some employees want to continue to work from home when they were able to do it during this period of COVID," says Amber Clayton, the Knowledge Center Director at the Society for Human Resource Management.Clayton says some reasons for an employee refusing to come back to the office are protected under law. For example, if the employee, or someone the employee lives with, has underlying health conditions that would make them at higher risk for being affected by COVID-19, or they're unable to return due to childcare reasons. Employment lawyers like Ruthie Goodboe agree, citing OSHA and the National Labor Relations Act."An analysis needs to be done by the employer to determine, ‘Am I able to separate that employee if they’re unwilling to return to work, am I required to do or take certain steps’ and then if I do that and they still don’t come to work, do I have a right to separate them," said Goodboe, an employment lawyer with Ogletree, Deakins, Nash Smoak & Stewart.Employers must also make sure they're following regulations under the Americans with Disabilities Act and Family Medical Leave Act."If employers are following guidance from the CDC and from OSHA and limiting their exposure in the workplace, that should be satisfactory. However, there may be times that someone may be infected in the workplace and that employer may be held liable depending on the situation," Clayton said.But for those employees who simply have a general fear of COVID and despite any accommodations the business is taking, still don't feel comfortable coming back to work, it may be a breaking point."There's no federal or state laws that I’m aware of that requires an employer to provide leave based on someone’s fear that they may contract some type of disease whether it’s COVID-19 or something else. But employers should, through their policies and practices, determine what they’ve done in the past and ensure they’re being consistent and fair in their policies," says Clayton.Perhaps the biggest key for employers and employees in getting through this is communication."Stay calm, take a breath and make sure you’re communicating well with your employees to get all of the information. Do you understand what all of their concerns are? Because once their concerns are understood, it may be easy to resolve," says Goodboe.Employees and employers could ultimately find a mutually agreeable working situation to keep everyone comfortable and healthy at work. 2994
Many animal shelters are worried the economic impact of the COVID-19 pandemic will cause a surge in pet surrenders, a stark contrast from when shelters saw record fostering and adoption rates four months ago."What we've seen since then is that the number of total dogs and cats that have come into shelters and rescues across the country has continued to decrease compared to the levels of 2019. So, fostering has stayed high but we just have fewer animals that we’re trying to get into foster care than the shelters had to last year," says Lindsay Hamrick with the Humane Society of the United States.Hamrick says animal control centers that shut down during the start of the pandemic are now back up and operating, but are still being selective about which animals need to be picked up."Intakes are still about 40% down compared to 2019 for both cats and dogs," says Hamrick.Valley Oak SPCA in Visalia, California, saw a record number of adoptions in June, nearly double what they had last year. But executive director Lydia House says they're concerned about the impact the economy will have in the coming months."We had a couple surrenders that said, 'I haven’t been able to feed my dog in three days. I have no money. I’m being evicted.' We did have some senior citizens who wanted to surrender their pets because they were afraid they were going to get [COVID-19] and not be able to take care of their pets," says House.The Humane Society of the United States has been closely following states that are lifting their eviction moratoriums as those states may see a boost in pet surrenders and strays."Surrenders that are related to evictions to not having enough money to be able to afford veterinary care - all of the pieces that come along with an economic downturn," says Hamrick.Overall, many shelters report with so many people working from home, adoptions and fostering of animals are still high. So the Humane Society of the United States is now urging animal lovers to think beyond shelter animals and focus on a neighbor or friend who may be going through a tough time."When someone loses their house or apartment, it's going to take months or even a year to find pet friendly housing again. So we’re really doing a push that people who are interested in fostering and had a good experience during the pandemic with taking care of other pets, to consider doing that for your neighbors. That way, possibly in the future, there can be a reunification of the pet with the family that they were separated from because of the economic issues," says Hamrick.Right now, more than half of states nationwide have lifted their eviction moratoriums. The Humane Society of the United States recommends supporting your local animal shelters as much as possible during this time to help get them and the animals through any economic hardship. 2850
