SAN DIEGO (CNS and KGTV) - San Diego's City Council voted 6-3 Tuesday night to place restrictions on sleeping and living in vehicles on city streets and parking lots.The vehicle habitation ordinance goes into effect immediately and restricts people from living in their vehicles anywhere within 500 feet of a school or residence. It also places an overnight ban between from 9 p.m. to 6 a.m. anywhere in the city, with the exception of approved lots. According to a news release from the city, the ordinance aims to address illegal dumping, public urination and drug use on city streets and in parking lots. “We are creating a balance that provides opportunities to those in need while protecting our neighborhoods from behavior that creates unsanitary conditions and hurts quality of life,” Mayor Faulconer said. “If you want to work toward finding a permanent home, we have programs that can help. We will not allow the proliferation of ‘van life’ culture that takes advantage of San Diego’s generosity and destroys community character.”The ordinance will be enforced using criteria including sleeping, bathing, meal preparation, grooming items and containers of human waste. SAN DIEGO (CNS) - A flash fire at the Ballast Point Brewing Company kitchen in Miramar sent one person to a hospital Saturday.Just after 9 a.m., firefighters were alerted to a kitchen fire at the brewpub, in the 9000 block of Carroll Way, San Diego Fire-Rescue Department spokesperson Monica Munoz said.A man in his 40s had to be taken to a hospital for burns, though they were not considered severe, Munoz said.No one else was injured.The brewery announced on social media that it will be closed all day Saturday and open for normal business hours Sunday.The San Diego County Department of Environmental Health will need to be called in to inspect fire safety equipment that was used by the restaurant before it can re-open, Munoz said. 745

SAN DIEGO (CNS) - A 45-year-old man got into an argument with two males at the entrance to an alley in San Diego's Valencia Park neighborhood and was shot in the back Friday evening.The shooting was reported just before 8 p.m. at the entrance to an alley at 53rd Street and Imperial Avenue, San Diego Police Department Officer Robert Heims said.The man was standing with his girlfriend when the two males walked up, argued and one male fired several shots at the victim, hitting him once in the back, Heims said. The suspects fled the scene in separate vehicles, one of them red.Paramedics took the victim to a hospital where his injury was not believed life-threatening, Heims said.Gang detectives were investigating, Heims said. 738

SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. SAN DIEGO (AP) — Little Kurt looks like any other baby horse as he frolics playfully in his pen. But the 2-month-old, dun-colored colt is actually a clone. He was created by fusing cells taken from an endangered Przewalski’s horse at the San Diego Zoo in 1980. The cells were infused with an egg from a domestic horse that gave birth to Kurt two months ago. The baby boy was named for Kurt Benirschke, a founder of the San Diego Zoo's Frozen Zoo, where thousands of cell cultures are stored.
