DAR ES SALAAM, Feb. 15 (Xinhua) -- Chinese President Hu Jintao on Sunday said he reached new consensus with African leaders during his ongoing visit to the continent.     "During my African visit, I had in-depth discussions with leaders of related countries on bilateral relations and issues of common concern, and we reached a number of new and important consensus," Hu said while giving an interview to Tanzanian State Television and Hong Kong-based Phoenix TV. BEIJING, April 10 (Xinhua) -- Chinese President Hu Jintao on Friday congratulated Kim Jong Il, the top leader of the Democratic People's Republic of Korea (DPRK), on his reelection as chairman of the country's National Defense Commission.     Hu, also General Secretary of the Communist Party of China (CPC) Central Committee and Chairman of the Central Military Commission, said in a congratulatory note to Kim that China is ready to work with the DPRK to further boost the good-neighborly, friendly and cooperative ties between the two nations.     The First Session of the 12th Supreme People's Assembly of the DPRK reelected Kim as chairman of the National Defense Commission on Thursday.

BEIJING, Feb. 21 (Xinhua) -- All unemployed urban residents in China will have access to medical insurance this year as the country plans to expand the coverage of an insurance scheme to all cities and towns, according to a government official Saturday.     Li Zhong, vice director of Health Insurance Department under the Ministry of Human Resources and Social Security, said at a forum that the program, which has benefited residents in more than 300 cities as of 2008, is expected to be promoted to all cities and towns this year.     The program, introduced in 2007, aimed to bring urban children, students and jobless adults under the umbrella of medical insurance.     China established a medical insurance system for urban employees in 1998 and implemented a new cooperative medical care system for rural residents since 2003.     If the program is successfully implemented, it means all Chinese residents can have access to medical insurance.     Under the program, the premiums are paid by households, instead of individuals. The government gives each participant a subsidy of at least 40 yuan annually, and grants extra subsidies for low-income families and disabled ones.     Residents have to pay a share of premium in the program and their participation is based on their free will. Urban residents with only temporary jobs could also participate in the program.     Li said the program will gradually increase its reimbursement rate and include more common diseases for compensation. The program currently mainly covers expenses of residents for hospitalization and major illness.     There are more than 240 million unemployed urban residents in China. Among them, more than 100 million have joined the program so far.

He also called for expanded cooperation in investment, trade and technology for their mutual benefits.     He named agriculture, fishery, product quality inspection, software and engineering technology consultation as fields where cooperation should be strengthened.     "The Chinese government encourages its companies to start businesses and invest in Uruguay and is willing to boost bilateral cooperation in energy, information technology industry, biological technology and agricultural technology", Hu said.     He also proposed the two nations boost cultural and people-to-people exchanges by expanding cooperation in culture, education, sports, media, and tourism sectors.     "China will make joint efforts with developing countries, including Uruguay, to address global challenges such as the current international financial crisis in an aim to maintain and promote peace, stability and development", the Chinese president said.     He added that China supports the integration process of the Common Market of the South and is willing to develop friendly and cooperative ties with its member states.     The two heads of the state also consulted on the international financial crisis.     Hu said China is willing to strengthen cooperation with developing countries including Uruguay to jointly face up to various global challenges such as the financial crisis, and safeguard and promote peace, stability and development across the world.     He said China attaches high importance to the G20 Summit scheduled for April 2 in London and is committed to intensifying dialogue and communication with the participating parties to ensure the summit will produce positive outcomes.     Vazquez stressed the necessity for the establishment of a new international financial order and expressed his hope the summit will lead to positive results that will help alleviate the impact of the financial crisis on developing countries.     After the talks, the two presidents witnessed a signing of a number of bilateral agreements.     At the invitation of Hu, Vazquez arrived in Beijing Saturday morning for a six-day state visit.     Vazquez will leave Beijing for a visit to Shanghai on March 24.     This is President Vazquez's first visit to China since he took office in 2005.
