(KGTV) - Another local city has decided to back the federal government's lawsuit against California's sanctuary state laws.Carlsbad's City Council voted Monday to support the Trump Administration's lawsuit against the state. Carlsbad is the third local jurisdiction to back the lawsuit, joining Escondido and San Diego County.Carlsbad will also formalize its support in a resolution to be voted on at its next meeting and issue a "friend of the court" brief to join the lawsuit.RELATED: 2 San Diego County leaders meet with Trump regarding California sanctuary lawsThe city says the vote will not have an immediate effect on local enforcement. (KGTV) - More than two and a half years after Team 10 first reported about a North County property management company accused of stealing money from clients, the victims are finally getting their money back.Kelley Zaun owned Carousel Properties, a Carlsbad property management company. Victims first told Team 10 in 2016, they hired her to pay fees associated with their rentals. They said she did not pay those fees. She was accused of taking roughly 0,000 from victims, according to investigators.In 2018, Zaun faced 29 felonies for embezzlement, according to Deputy District Attorney Anna Winn. Zaun entered into a plea deal and agreed to a year in custody. With the help of the DA’s office, Zaun’s former clients were able to get their money back through the Department of Real Estate’s Consumer Recovery Account. RELATED: Team 10: Police investigating Carlsbad companyStephen Lerner, the Assistant Commissioner for Legal Affairs for the department, said so far, 23 victims have been reimbursed through the account. Other victims’ payments are still processing. They have been able to reimburse 2,084.68 thus far.The Consumer Recover Account is an option for fraud victims when trying to recoup money from the person who took it from them. In order to utilize the fund, Lerner said there must be a criminal or civil court order for the defendant to pay back money he or she took. If victims cannot get refunded from the person who stole it, they can apply through the Department of Real Estate (DRE).Winn said she volunteered to be the victims’ liaison with the DRE, as the process for reimbursement is lengthy and many of the victims were elderly. One of Zaun’s victims told Team 10 he is “extremely grateful” for the DA’s office work on this case. CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. The stretch is about eight miles long, through Encinitas and Carlsbad. The entire project will eventually go all the way to the 78. The project with add HOV lanes over the next four years. The new speed limit will help to protect workers in the area working closely to the passing vehicles. California Highway Patrol officer Mark Latulippe tells 10News, "the days of well we just put the signs up and we’re giving you a grace limit, are over". They've put up dozens of signs to warn people of the change, dropping the speed limit to 55 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CARLSBAD, Calif. (KGTV) -- Border Patrol and the Coast Guard are investigating after a Panga Boat washed ashore in North County Monday morning. According to agents, the 18-foot-long boat was found early Monday morning on Tamarack State Beach in Carlsbad. Agents discovered several life jackets and gas cans inside the vessel. RELATED: Possible human smuggling boat found in Del Mar beachMarkings on the boat indicate it may have come from Ensenada, but Border Patrol hasn’t confirmed that information. CHARLOTTE COUNTY, Fla. -- A Polk County, Florida man is pleading for a thief to return a sentimental wedding gift that was stolen out of a family member's truck in Port Charlotte.Boomer Bass left for a fishing trip on Little Gasparilla Island last week, and thought it was best to leave his Springfield 1911 Range Officer Gun with a family member, rather than bring it with him.On April 19th, Bass's mother reported that the gun was stolen out of his truck in the Water's Edge neighborhood in Englewood. The gun holds sentimental value to Bass. "I had a gun very similar to this one when I was younger," he said. "I sold it to help a friend of mine out, and I really regretted selling that gun." With this in mind, his wife, Stefanie, made the decision to buy him that same gun on the morning of their wedding. They married in October of last year. "She went and bought that gun for me and gave it to me that night at our wedding reception, actually," Bass said. "I think the gun signified, really, that she understood the generosity I showed when I was younger, and she wanted to show me she would be the kind of wife that would do those things for me."Stealing a gun is a felony in the state of Florida. However, Bass says if the thief wants to return his gun, he would accept it with no questions asked. "Hopefully, you feel like you made a mistake. I will not prosecute, I will not pursue any legal action. All I want is this gun back," he said. Bass said he is willing to pay the retail price for a brand new gun if his is returned safely.
