SAN DIEGO (KGTV) - Friends of the Marine hit and killed in the Midway area said Monday the driver who struck him and left is a coward.Victor Molinar, 18, of Chicago had just graduated from boot camp and was stationed at Camp Pendleton about to start combat training. Ricardo Camacho met him in basic training and got the terrible news over the weekend.“He was a good kid, always say making people laugh. He had a good head on his shoulders. From the start when I met him, I knew he’d be a good Marine," said Camacho.Molinar was out with his friends Saturday night visiting the local night spots on Midway Drive and somehow got separated from his friends. They went to look for him and found his body in the road.Police say the driver who hit Molinar fled the scene. No suspect has been identified.“He was willing to give up his life defending his country and do all the right things and for him to do that and not even stopping to see who it was? It just sucks," Camacho said.Camacho told 10News the Marines have a buddy system and doesn’t know why Molinar was by himself. Police are looking for the suspect, but have little to go on right now. Camacho, who is having a hard time coping with his loss, told 10News he knows one thing about the suspect. “He’s a coward. Bottom line. Karma plays a big part in things, and he’ll get his. If he ran then he won’t come forward they’ll just have to find him. If he didn't do it then. He won’t come forward. Just like cowards do, they run.”Molinar's sister said she is devastated by the loss of her brother. He also leaves behind a girlfriend in Chicago. 1606

SAN DIEGO (KGTV) -- From elementary school students to parents, many in the Scripps Ranch community are coming together to help during the coronavirus crisis.Like many throughout the county, Ryan Williams is now working from home. His wife does not have that luxury. “My wife has been a nurse for about 12 years now,” Williams said. RELATED: Carlsbad teacher's 'thank you' campaign goes viralHis new side project hits close to home. He is helping to make face masks to send to health care workers. “It is personal,” Williams said. “I would want to make sure my wife is protected when she was trying to help save others’ lives. I believe most people in the world would feel the same way as our health care workers.Williams, who works for Craft Bot, makes the headbands for the masks. Others help put it together. The project is coordinated through the Scripps Ranch Civic Association. RELATED: Ways you can help as states scramble for ventilators, other supplies“I've got seven printers, so I can print a lot. Others have one because they're a consumer that owns a 3D printer and they can print three or four a day. There's several people out there chipping in little by little,” Williams said.Ten-year-old Asher Botts is one of those people helping. He is also using his 3D printer to make headbands. He’s made five so far, with each one taking several hours to print. When asked why he is getting involved, he said he was “helping our country.”RELATED: California recruiting retired doctors, med students for expected COVID-19 surgeThis past weekend, organizers of the project delivered 200 of these masks, mostly to local hospitals. More are on the way.“The idea is before me, bigger than me. Everybody in our community is branching together to do this,” Williams said. SAN DIEGO (KGTV) — During California's stay at home order, city leaders say they will not be enforcing most parking citations.Parking enforcement in the City of San Diego was placed on a holiday or Sunday schedule, unless otherwise stated on the meter. The city will still be enforcing red, white, blue and time enforcement areas due to public safety concerns.RELATED: San Diego beach parking lots closed to discourage crowds during COVID-19 order"Just make sure you read the time limit signs or the signs on the meter. If the sign says 'Except Sundays and Holidays' (which I believe most do say that) then you do not need to pay. If the sign on the meter says 'Everyday' then you do need to pay," said Anna Hill, with the city, said.No timeline was placed on the parking enforcement changes.More information on the city's parking enforcement can be found online. While the current parking rules may entice residents to go outside, city leaders are urging locals to remain inside except for essential trips during the coronavirus stay at home order.RELATED COVERAGE:What's the difference? SAN DIEGO (KGTV) - Hundreds gathered in Balboa Park to pray for the 50 people killed in the New Zealand terrorist attack and spread the message that hate has no home here.About a dozen speakers shared stories of the victims or hate directed at minorities."It will take all of us to put hate back in it's corner," Sara Hassane, 17, said. "Just pure evil and again it has no place in this world and it's just sad," San Diego Police Chief David Nisleit said. He and more than a dozen of his officers surrounded the event, along with snipers on the roof of nearby buildings, ensuring the crowd felt safe."We have officers out here making sure we don't have a copycat or anyone tries to do anything," he said.Though fear, still permeated the crowd. "Is this going to happen again? Is this the beginning or the end or...?" Hassane said. Her father runs a San Diego mosque and she said everytime she comes in to worship, she told 10News she fears she won't leave and see her family again. While they prayed, two women told me they asked Allah for peace for the victims and love from one another, ending hate. 1108

SAN DIEGO (KGTV) - Following a surge in 911 calls from COVID-19 patients, the County of San Diego is now allowing hospitals to divert ambulances if their emergency rooms are already too full. The County reports that the new protocol was tested last weekend and proved to be successful. The County reports that this new type of diversion goes above and beyond the routine ambulance diversion of only a subset of patients that hospitals use on a regular basis.Hospitals across San Diego that are saturated are now allowed to request total ambulance diversion, meaning ambulances have to stop bringing in more patients. A letter posted this Tuesday from the County's Director of Emergency Medical Services details how the new protocol will help area hospitals recover from the rapid influx of patients.According to the County, “Hospitals on County Ambulance Diversion only accept patients who are so critical that they cannot survive transport to another facility (e.g., cardiac arrest, breathing problems that cannot be managed in the ambulance); thus, nearly all basic and advanced life support (BLS and ALS) ambulances must bypass a hospital on County Ambulance Diversion.”The County reports that a hospital can only implement the diversion in 4-hour blocks which must be approved or initiated by the County.Rob Lawrence with the California Ambulance Association explained Wednesday that this type of diversion allows for decompression. “It allows [hospitals] to get a bit of time to process those patients that have already come into their emergency departments. It also means that ambulances aren't sitting in the parking areas for up to four hours with a patient on board.”He added that it also aids the ambulance services because they can then move patients to hospitals where the wait times are lower. “What that means is [that] they can then return to service quicker which is of course good for the next patient or person that's going to call 911,” he told ABC10 News.According to the County, the new diversion protocol has been implemented by local emergency departments several times over the past few days. 2123
