BEIJING, Jan. 3 (Xinhua) -- China's Central Meteorological Station (CMS) on Sunday evening issued the third orange alert since the first one on Saturday, extending the warning against a strong cold wave and strong wind.     Temperature was expected to fall by 14 to 18 degrees Celsius from Sunday night to Tuesday in central Inner Mongolia Autonomous Region, Shaanxi Province and the western parts in regions along the Yellow and Huaile rivers, or 16 to 18 degrees Celsius in some of these regions, according to the CMS. BEIJING, Jan. 8 (Xinhua) -- China issued a directive Friday that aims to promote renovation of the substandard dwellings in the country's urban areas and at state-owned factories and mines, in a move to improve the livelihood of low-income people.     Renovation of squatter homes in cities and at state-owned factories should be completed in the next fives years, according to the directive posted by the Ministry of Housing and Urban-Rural Development on its website.     Priority should be given to "the shanty towns covering large areas and with severe safety defects," according to the ministry.     It also urged relevant departments to give full respect to the rights and interests of the people living in substandard dwellings, who are mainly low-income laid-off workers, and to ensure that renovating work be conducted in an open and fair way.     The directive put forward multiple ways to finance the renovation work, including government funds, favorable loans from financial institutions, and tax rebates.     By the end of 2008, China had 11.48 million families living in substandard housing, 7.44 million of which lived in cities, 2.38 million near state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

BEIJING, Nov. 17 (Xinhua) -- China and the United States on Tuesday called on Iran to "engage constructively" with the P5+1 and to "cooperate fully" with the IAEA to facilitate a satisfactory outcome.     The call was made in a joint statement issued here after talks between Chinese President Hu Jintao and visiting U.S. President Barack Obama.     The two sides reaffirmed their strong support for a comprehensive and long-term solution to the Iranian nuclear issue through negotiations.     "The two sides agreed that Iran has the right to peaceful uses of nuclear energy under the Non-Proliferation Treaty (NPT) and it should fulfill its due international obligations under that treaty," said the statement.     The two sides welcomed the talks in Geneva on Oct. 1 between the P5+1 (the five permanent members of the UN Security Council plus Germany) and Iran as "a promising start" towards addressing international concerns about Iran's nuclear program, and expressed their readiness to continue that engagement as soon as possible.     They emphasized in the joint statement that all efforts should be made to take confidence building steps and to call on Iran to respond positively to the proposal of the Director General of the International Atomic Energy Agency (IAEA). 

BEIJING, Nov. 24 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday called for more efforts to optimize land use in order to save resources and further economic restructuring.     Li made the remarks during an inspection to the Ministry of Land and Resources (MLR). As the most populous country in the world, China has been faced with shortages of land, water, energy and minerals, and the shortages were worsened by rapid economic growth, he said. PORT MORESBY, Papua New Guinea, Nov. 3 (Xinhua) -- Chinese Vice Premier Li Keqiang on Tuesday discussed bilateral relations and other issues of common concern with Papua New Guinean Prime Minister Michael Thomas Somare. Li said Papua New Guinea, as the largest developing country in the South Pacific, has great influence over regional issues.     He said China attaches great importance to bilateral ties with the Pacific island nation, which China has always regarded as a reliable friend and partner.     In recent years, Li said, the two countries have conducted frequent high-level exchanges, deepened political mutual trust, broadened exchanges and cooperation in an extensive number of sectors. Both countries, he said, should broaden their areas of cooperation to agriculture, manufacturing and high-tech, apart from energy and resources.     Somare said Papua New Guinea would like to strengthen cooperation with China in trade, investment, agriculture, infrastructure, manufacturing, education and healthcare.     He also said the preferential loans China has provided to Pacific island nations over the past three years have greatly helped the overall economic and social development of these nations.     Li arrived here on Tuesday on an official visit to Papua New Guinea, the last leg of his three-nation tour.
