OTAY MESA, Calif. (KGTV) - A housing development going up in the South Bay could be giving San Diego renters a better chance to become homeowners. That's because the attached homes that comprise the Playa del Sol master plan community in Otay Mesa start from the high 0,000s, which is just above the median price for the area. "This is an opportunity for the first-time home buyer," said Jimmy Ayala, division president for Pardee Homes, which is developing the community. The development, with some phases already complete, will ultimately grow to 800 units, all with two or more bedrooms. It's located just north of the 905 freeway at Caliente Road. RELATED: Making it in San Diego: Key saving steps helped renter buy her first homeAyala says the market has cooled in the last two years, and lower interest rates have helped turn renters into buyers. He says Pardee has its own mortgage company, so it is able to work with buyers who may not have a large amount of cash for a down payment. Ayala says typical monthly payments range between ,600 and ,200 a month, and most people put 5 to 10 percent down. "In this general vicinity, there's about 2,000 homes that are currently being rented and we draw from those folks who are cash flowing, so to speak, on a monthly basis but don't always have a down payment for a home," Ayala said. RELATED: Making It In San Diego: How housing got so expensiveAyala said currently there are two units available in the high 0,000s but that most are on the market 0,000s. The HOA fees for the complex run about 5 per month. Heather Evans, who is paying ,200 a month for her daughter to rent a room near Mesa College, said several of her relatives feel buying is out of reach. "I'd love to see her be a homeowner someday but I have nieces in the area, early 30s, that are renting," she said, adding her niece and her nieces husband pay ,000 a month for a one-bedroom apartment. Ayala said the homes are priced to market. The properties Pardee is selling in East County are available for 0,000 to 0,000, while those in Coastal North County are on the market for million to .5 million. Need more help? PALM CITY, Fla. -- A new dog training facility is almost complete in Florida. Its goal is to rescue pups and turn them into service dogs for veterans who need them now even more than ever during a pandemic.Veteran Suhir Shrestha was born in Nepal and moved to the U.S. He was so thankful for his life here that he decided to enlist in the military as a way to give back, at 39 years old."I deployed to Afghanistan in 2013 and there, obviously, it was a war zone," he said.Shrestha said when he returned, he suffered from PTSD, depression and anxiety."I had a lot of suicidal thoughts and a lot of negative thoughts, nightmares, flashbacks, what have you," he said. "It was very difficult to lead a life."It's a life that has recently take on new meaning with Indie by his side."It has been a tremendous life-changer for me," he said. "Before, I used to be not able to go outside, be nervous of a crowd and just have negative thoughts in me."Indie was adopted from the shelter-to-service dog program through Furry Friends Adoption Clinic and Ranch."Gives me extra confidence to go outside because I have him," Shrestha said."These dogs are coming from high-kill shelters in many cases," said Pat Deshong, the president of Furry Friends Adoption Clinic and Ranch. "We don't necessarily take them to be service dogs, but we take them because they are high energy."The group is building a new training center in Palm City and is weeks away from completion. It's all in an effort to bring veterans from across the country to Florida to adopt."These veterans are so deserving of these dogs," Deshong said. "We don't automatically pick which dog is right for the veteran. We let the veteran select and we kind of monitor and see which two connect."This story was originally published by Tory Dunnan at WPTV. 1808

Police detectives are investigating the circumstances surrounding the death of a skydiver in Zephyrhills, Florida.Management at Skydive City told Tampa-based WFTS, the skydiver was experienced and had a properly working parachute and reserve parachute. "(The skydiver) hit the ground at full speed and were killed on impact, instantly," said General Manager TK Hayes. Hayes said neither the main parachute or reserve were pulled. It was the second to last jump of the night. The skydiver broke away from a group dive, landing at the edge of the 100-acre property. "It's definitely a mystery," said Hayes. "We've had a preliminary investigation with the detectives out there and looked at the equipment, we can't see anything particularly wrong with it."Hayes said the skydiver was not using an automatic activation device, which deploys the parachute at 700 feet if still in free-fall. That piece of equipment is not required for licensed skydivers. "It's just a sad day for the community, there's nothing we can do about that now that that's happened other than hopefully we learned something from it," he said. Skydive City sees about 70,000 jumps per year. According to Hayes, it has been a couple years since they've experienced a fatal jump. At this time, police have not released the skydiver's name, pending next of kin notification.  1424
