COCKEYSVILLE, Md. — A Maryland man is facing more than two dozen criminal charges after stealing a dump truck while drunk and on drugs, fleeing from police, and killing a man during the chase.The incident reportedly began about 2 p.m. Monday when Baltimore City Police contacted Maryland State Police about a stolen dump truck headed northbound on I-83.Troopers eventually located the truck, owned by a roofing company, unoccupied in a Walmart parking lot in Cockeysville, Maryland. Police say they set up surveillance to see who had stolen the tuck. A man, later identified as 26-year-old Zackery Haeger, was later seen getting into the truck, at which time police attempted to stop the vehicle, but he refused. Haeger then proceeded to drive towards troopers who were outside of their vehicles, causing them to have to jump out of the way. Driving erratically at a high rate of speed, he continued to flee, leading troopers on a chase that spanned from York Road through Padonia and Cranbrook Road. He was driving down the median lane on York Road when he hit another car at Padonia Road, causing disabling damage to the car. During the pursuit, the stolen Ford F550 dump truck crossed a double yellow line again and collided with another car, an oncoming Nissan at Rossbrooke Circle. Haeger then bailed out of the car and ran away, where he was captured by troopers.Officials say Haeger was taken to Sinai Hospitals for minor injuries where he gave officers a fake name, but a fingerprint check identified the man as Haeger. Countless times, every day across the country, dispatchers field calls for help that can be hard to answer.In Eugene, Oregon, sometimes the answer is people like Dan Felts.“Sometimes, what we need in our most desperate hour is somebody to talk to,” Felts said.In Eugene and its neighboring city of Springfield, when a non-emergency, non-criminal call comes in through 911 or a non-emergency line to a dispatcher, they can send a mental health professional like Felts, instead of police.“Make sure people have access to resources, other than law enforcement, when they’re having mental health crisis,” Felts explained.Felts is a member of CAHOOTS, which stands for Crisis Assistance Helping out on the Streets."We don’t show up with weaponry, we don’t show up with handcuffs,” Felts said.The belief is unarmed CAHOOTS teams of crisis workers and medics can be a better response to people struggling with issues like mental health or emotional crisis."When a police officer goes and they look like me, gun, badge, you know it’s a little demonstrative and sometimes it has the tendency to escalate the situation,” said Eugene Police Chief Chris Skinner. "When somebody like CAHOOTS goes, it’s people who are kind of dressed the same and look the same. They just have a softer approach, and it tends to deescalate things."“There are lots of these kind of call types that are non-violent in nature; they’re simply somebody crying out for help,” says Ben Brubaker, director at White Bird Clinic.The clinic is a non-profit that provides an array of services like counseling, dental care, and other services to people in need in the Eugene area. It’s run CAHOOTS since the late 80s. Brubaker says communities are now calling White Bird for guidance on putting similar programs to CAHOOTS in place.Denver, Colorado launched a pilot program last month.“We need to change the way our public safety work and see how public safety looks through a different lens,” Brubaker said.It’s a viewpoint of listening to voices they believe across the country haven’t been heard enough.“We show up to bear witness, see you as a human being, and offer whatever kind of support we can without judgement,” Felts said. 2199

CORONADO, Calif., (KGTV) — Despite recent shark sighting, thousands of people headed to the beach for the pre-holiday weekend. But instead of sharks, dozens of people left the beach after being stung by stingrays.Beautiful Coronado is home to majestic creatures, including great white sharks. "We do think that the great white shark populations are increasing," Heidi Dewar, research biologist at the Southwest Fisheries Science Center said. She believes the population increase is linked to the implementation of fishing regulations in the 1990s. "In 1994, California pushed all the net-based fisheries outside of state water, which is three nautical miles out. And what that did was that basically protected most of the nursery habitat of the juvenile sharks on the coast," Dewar said. "About the same time, the UN banned these high seas directed at fisheries, which were killing some adult white sharks."Last week, two juvenile white sharks were spotted about a half a mile offshore from the Coronado coast. There were no shark attacks like the one last year in Encinitas, where a 13-year-old boy was bitten in the shoulder while lobster spearfishing. Still, the city officials in Coronado notified beachgoers to be on the lookout. That did not stop 11-year-old Tobias Appel from diving in." We just came here to boogie board and have a bunch of fun," Tobias said. He and his family from Phoenix are vacationing in Coronado. They were having a great time until Tobias was stung by a stingray."Today is not my lucky day," Tobias said. This was his first time getting stung by a ray. We met him as he was sticking his foot into a hot water bath at the lifeguard station. "It is under. Right there," he said. In the hour Tobias was at the lifeguard station neutralizing the venom, we saw several others being carried in for emergency treatment. Lifeguards said warm water, low tide, and a packed beach is the perfect formula for a stingray warning. "One of the most amazing things about the ocean is that right there we have wilderness," Dewar said. "And with the wilderness, we have wild animals. So that's definitely a side of the ocean that people need to keep in mind when they go swimming or surfing."Biologists say remember, this summer when you are going to the beach, you are stepping into the animals' homes. So do not forget to be respectful and careful, while you are having fun. Meanwhile, Tobias has one more day in Coronado before he leaves for Phoenix. He hopes to enjoy what he can.
