The state of Tennessee came one step closer to allowing wine sales on Sunday after state Senators voted to approve a bill which had already passed through the House. The vote passed 17-11 on Wednesday morning. Final approval will now lie in the hands of Governor Bill Haslam who needs to sign the bill in order for it to become law.   The controversial plan will allow grocery stores to sell wine on Sunday beginning January 1, 2019.It will also permit liquor stores to immediately begin operating seven days a week. However, liquor store owners argue they are at a huge competitive disadvantage against major grocery store chains, who don't need to make any staffing changes in order to be open on Sundays.  House members approved a similar plan on Monday by a vote of 53 to 35.If approved by the Governor, wine and liquor sales would be allowed from 8 a.m. to 11p.m. Monday through Saturday and from 10a.m. to 11p.m. on Sunday.Tennessee first voted to allow grocery stores to sell wine back in 2016 after years of back and forth and under constant pressure from citizens and grocery store lobbyists.   1151

The Senate voted Wednesday to pass a measure that would repeal changes to net neutrality rules that were recently adopted?by the Republican-controlled Federal Communications Commission.The measure, which was backed by all 49 Democrats and Republican Sens. Susan Collins of Maine, Lisa Murkowski of Alaska and John Kennedy of Louisiana, will be sent to the GOP-led House, where it'll likely go nowhere -- and President Donald Trump is unlikely to back it.While Collins' support had been public leading up to the vote, Murkowski's and Kennedy's "yes" vote came as a surprise to some.Democrats used the Congressional Review Act to force a vote -- a law that allows Congress to repeal agency rules and regulations on a simple majority vote, instead of a 60-vote threshold needed to break procedural hurdles on most legislation, the kinds of traditional roadblocks where Senate leadership could typically hold up such a proposal.Senate Minority Leader Chuck Schumer spoke after the vote to begin debate earlier Wednesday, arguing that "at stake is the future of the Internet.""That fundamental equality of access is what has made the internet so dynamic," he said on the Senate floor. "Net neutrality protected everyone ... that era, the era of an open Internet, will unfortunately soon come to an end."He continued: "The Democratic position is very simple. Let's treat the internet like the public good that it is."The FCC voted in December to repeal Obama-era protections. The net neutrality rules, approved by the same organization two years earlier, prohibited Internet service providers -- such as Comcast and Verizon -- from speeding up or slowing down traffic from specific websites and apps.Democrats argued the new FCC rules give too much power to Internet service providers, which they fear will throttle down speeds for some websites and services while ramping it up for others who pay more.Schumer said in an earlier statement, "The repeal of net neutrality is not only a blow to the average consumer, but it is a blow to public schools, rural Americans, communities of color and small businesses. A vote against this resolution will be a vote to protect large corporations and special interests, leaving the American public to pay the price."While Democrats recognize they are unlikely to reverse the FCC's rule, they see the issue as a key policy desire that energizes their base voters, a top priority ahead of the midterm elections. 2456

The World Health Organization is preparing for the "worst case scenario" as it continues to respond to the Ebola outbreak in the Democratic Republic of Congo.Peter Salama, deputy director-general of emergency preparedness and response at the WHO, said in Geneva, Switzerland, on Friday that it's "going to be tough and it's going to be costly to stamp out this outbreak."As of Wednesday, 32 people are suspected to have been infected with Ebola viral disease, including three health care workers. Eighteen of those have died, including one of the health care workers.Of the suspected cases, two have been confirmed as Ebola using laboratory tests, and 10 samples are awaiting results."The number of suspected, probable and confirmed cases is significant, so we are very concerned, and we are planning for all scenarios, including the worst-case scenario," Salama said.Ebola virus disease, which most commonly affects people and nonhuman primates such as monkeys, gorillas and chimpanzees, is caused by one of five Ebola viruses. On average, about 50% of people who become ill with Ebola die.The disease is endemic to the Democratic Republic of Congo, and this is the nation's ninth outbreak since the discovery of the virus in the country in 1976.The latest outbreak is occurring in the Bikoro health zone, 400 kilometers (about 250 miles) from Mbandaka, the capital of Equateur province.Bikoro health zone has a population of about 163,000, with three hospitals and 19 health centers, most with limited functionality, according to WHO.Given the remote location of the outbreak, Salama said, response efforts will be extremely challenging. "It is a dire scene in terms of infrastructure," he said."To give you a sense, we are talking about an area that is 280 kilometers even from the provincial capital of Equateur," he said.The WHO is working with authorities in Congo and is in discussions with the World Food Programme to arrange airlifting supplies to the affected areas. UNICEF is also making doctors available as well as sanitation and hygiene specialists to help contain the outbreak.The virus is transmitted to people from wild animals and spreads in the human population through human-to-human transmission, either through direct contact with bodily fluids such as blood or secretions or contact with materials that are contaminated with these liquids.Personal protective equipment has been sent to the affected region, and the WHO is planning to have mobile laboratories running by the weekend, after receiving approval from the country's Ministry of Health.Initial control efforts are focusing on tools such as surveillance and monitoring, safe burials and case management.Vaccines along with doctors and epidemiologists are on standby in case they are needed, according to the UN.If they are needed, "WHO is in discussions with the government and, if pertinent, will seek approval from the national regulatory authority and the Ethics Review committee to use vaccines against Ebola as part of the response," spokesman Tarik Jasarevik said.The current vaccine against Ebola is experimental and not a licensed product. Salama pointed out that its use also comes with many challenges, as the vaccine needs to be stored long-term at temperatures between minus 60 to minus 80 degrees Celsius (minus 76 to minus 112 Fahrenheit)."This is not a simple logistical effort; it's not like doing a polio campaign with oral polio vaccines, where we get it immediately out to the field. This is a highly complex sophisticated operation in one of the most difficult terrains on Earth," Salama said.Nine neighboring countries are on high alert, Salama said, but the WHO says the current risk of disease spreading to them is low.West Africa experienced the largest recorded outbreak of Ebola over a two-year period beginning in March 2014; a total of 28,616 confirmed, probable and suspected cases were reported in Guinea, Liberia and Sierra Leone, with 11,310 deaths, according to the WHO.  3999

The US Food and Drug Administration has again expanded the list of recalled medications that contain valsartan, used as a component in a set of drugs to treat heart failure and blood pressure.The expanded list was posted Monday.The FDA announced an initial recall in July after lab tests revealed that some drugs could have been tainted with a substance that may lead to a higher risk of cancer. The drug had been recalled in 22 other countries.The expanded recall includes some drugs that contain valsartan and hydrochlorothisazide, but not all drugs containing valsartan are affected. 594

The Vans Warped Tour, a long-running punk rock tour and festival that pushed the genre into national relevance, will end after 2018.Warped Tour founder Kevin Lyman shared the news on the tour's website, in an essay headlined "All Good Things Must Come to an End.""It will be bittersweet each morning when I see the sun rise and then watch it set knowing that this will be the last time I get to witness it from that exact spot," Lyman wrote. "Though the tour and the world have changed since ’95, the same feeling of having the ‘best summer ever’ will live on through the bands, the production teams, and the fans that come through at every stop."The Warped Tour has been a summer staple in American cities since 1995. Each year, festival tour featured dozens of acts and multiple stages throughout cities in North America.
