SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. SAN DIEGO (KGTV) - Some parents in Poway are teaming up to help their kids when the school year begins with virtual learning in a few weeks.In the spring, when Ellie, 6, and her brother Ethan, 7, were learning Spanish while distance learning, their father, a college professor, and mother, a lawyer, were working from home."I had my daughter to my left. I had my computer in the middle, and my son at my right. Somebody needs to be there to review your work. No sharing of food. They'll be washing their hands a lot," said Testa.Testa says it may not be realistic to keep kids at that age from interacting from each other. SAN DIEGO (KGTV) — San Diego's cost of living runs more than ,500 a month, making it one of the worst monthly hits in the country's biggest cities, according to a new study.San Diego's cost of living ranked 64th out of the study's 75 most populous U.S. cities, according to Move.org. Average monthly costs in America's Finest City came in at about ,665, the study revealed.In San Diego, prices were broken down by rent for a one-bedroom apartment, utilities, internet, gasoline, and groceries for one month:Rent: ,970.93Utilities: 1.66Internet: .05Gasoline: 6.15Groceries: 2.07Prices were pulled from Numbeo's updated estimates in June 2019.Charting as the absolute worst cities for cost of living where San Francisco (,210.60 a month), New York City (,956.11 a month), and San Jose, Calif. SAN DIEGO (KGTV) — Several recent storms to hit the San Diego County region could spell disaster for erosion prone areas of the coast and inland valleys.Rainfall running over coastal bluffs with a history of erosion could increase the likelihood of future erosions along our shores. Adam Young, a scientist with Scripps Institution of Oceanography San Diego, says an active season already could led to more crumbling of local cliff sides following heavy showers."Pretty much whenever you have a new rainfall event, you'll pretty much see a new landslide ... The more rain we get, the more landslides," Young says. "Every time you have a failure, stress distribution can change."RELATED: Video: Bluff collapse halts train travel through Del MarAlong the coast, the potential is worsened by waves crashing against the coast. As waves erode the bottom of cliffs, rainfall running over the top can create more stress and instability, Young added."As long as waves are hitting the cliff, they're going to keep falling down," Young said. "At the beach, waves and rain work together to speed up the process."This month, Scripps researchers were surveying a Del Mar cliffside when a 55-foot-wide slab crumbled before their eyes — and on video."it's almost certain that landslide was caused by that rainfall," Young said refering to recent rains. "The state we're in now is because we had a bunch of rain. Any extra rain is a problem."RELATED: Researchers tracking crumbling Del Mar bluffsAt the beach, minerals in the cliff soak up water like a sponge, says San Diego State University Professor Emeritus Pat Abbott. Rainfall slowly moves through rocks, increasing the weight of the cliff and sapping its strength — until gravity takes over."That water is very slowly flowing through there," Abbott said of San Diego's coastal bluffs. "After the rain stops, several weeks later we'll be back to before the rain started. We're definitely not over."That's not to say inland bluffs aren't at risk. While rainfall helps speed up the process at the coast alongside waves, the risk remains further into the county as well.Inland, the minerals actually swell as it absorbs water, Abbott said, becoming heavy until, once again, gravity grabs hold.RELATED: Devastating 'ARk' storm envisioned for California by U.S. Geological Survey"When we go inland, we're talking about clay minerals. Think about a regular old book. If you took a paper book and dumped it in water, it would swell," Abbot said. "[Inland minerals] actually take the water inside their structure and swell ... they lose strength."Abbott pointed to San Diego's 1982-83 El Ni?o, which caused major destruction to inland communities as well as coastal communities."[There's a] high probability that these cliff collapses will continue at least through the rainy season," Abbott says. "We're getting to the place that it wouldn't be a surprise if we had inland landslides that affect homes." 2944
SAN DIEGO (KGTV) -- Statewide DUI arrests and fatalities saw a significant increase over Christmas weekend. A total of 47 people died in DUI-related crashes in 2018 compared to 27 deaths over the same time period in 2017. DUI arrests also saw a significant rise. More than 1,100 people were arrested for DUI in 2018 compared to 917 in 2017. In San Diego County, three people died due to DUI-related crashes, tying with 2017. DUI arrests rose slightly from 56 to 57 in 2018. The reporting period for the arrests and deaths was Friday, December 21 through Tuesday, December 25. 584
