DAR ES SALAAM, March 17 (Xinhua) -- "China is not throwing its weight amid China-Africa cooperation, though China's influence is getting stronger as an emerging power," a senior Tanzanian media official said here on Wednesday.Mkumbwa Ally, Deputy Managing Editor of Tanzania Standard Newspapers which published the official Daily News and Sunday News among others, made the remarks in an exclusive interview with Xinhua."The cooperation between China and Africa including Tanzania is based on mutual-benefit, that's not the 'Power matters the most' policy by some western countries but the way to cooperate with others," Ally said.China's assistance to African countries has no strings-attached, which was preferred by African countries, the senior Tanzanian media official said, mentioning the assistance from China to build the Tanzania-Zambia Railway in the 1970s."The big project of Tanzania-Zambia Railway Authority (TAZARA) railway was implemented with China's assistance, which helped the two African countries, especially the land-locked Zambia a lot in development and once was the main model of transportation in Tanzania," Ally noted.He added that China's assistance to Africa was brotherly based and the fourth ministerial meeting of the Forum on China-Africa Cooperation (FOCAC) held in the Egyptian resort of Sharm el-Sheikh on Nov. 8-9 and committed to enhance China-Africa cooperation with "people-centered" development, that is "development must look at people's needs".Besides assistance, China-African cooperation is also growing in business sectors, for example, Chinese construction companies built many projects in African countries with the same quality but lower costs, which is good for Africa, meaning that the African government can spend less for the same quality, the senior Tanzanian media official noted."Economists saw China as an emerging power, which has a lot of room for growth. VLADIVOSTOK, Russia, March 21 (Xinhua) -- Visiting Chinese Vice President Xi Jinping Sunday encouraged Chinese and Russian youths to make joint efforts in helping push forward the friendly bilateral ties.Xi, during his visit to the Confucius Institute of Far Eastern National University here, called on youths of the two countries to realize the aim with their youthful passion and wisdom.At the institute, which was founded in 2006, Xi watched an exhibition showing its achievement, attended a Chinese calligraphy lesson taken by Russian students, and inaugurated a bronze statue of Confucius.Xi also paid a visit to the "Ocean" all Russia children's center, where hundreds of Chinese pupils and middle-school students, victims of a devastating major earthquake in 2008, had attended a rehabilitation program.The massive earthquake struck southwestern China's Sichuan, Shaanxi and Gansu provinces on May 12, 2008, leaving some 70,000 people dead and 18,000 others missing.Xi recalled that the Russian government and people provided timely assistance to victims of the quake and President Dmitry Medvedev later invited more than 1,500 Chinese pupils and middle-school students from the quake-hit areas to Russia for rehabilitation.The Chinese vice president conveyed the sincere greetings and best wishes of these Chinese children to their Russian peers in the center, and, on behalf of the Chinese government and people, expressed his heartfelt thanks to the staff of the center.Xi said Chinese and Russian youths are the builders and successors of the future undertaking of the Sino-Russia friendship.He said the "Year of Chinese Language" would open in Russia in several days, expressing his hope that Russian youths would actively take part in related activities, and learn Chinese language, history and culture.Xi arrived in Vladivostok Saturday for a five-day official visit to Russia.

TAIPEI, Feb. 22 (Xinhua) -- Taiwan leader Ma Ying-jeou said Monday that negotiating and signing a wide-ranging economic pact with the Chinese mainland was "absolutely necessary" and "needs to be done quickly."Ma made the remarks here when attending a gathering for Taiwan business people with business on the mainland. The gathering was held to mark Chinese Spring Festival by the island's Straits Exchange Foundation (SEF), an organization authorized to handle cross-Strait issues.The principle idea of the Economic Cooperation Framework Agreement (ECFA) was to "help people do business and raise Taiwan's competitiveness," Ma said in his 35-minutes-long speech. Zheng Lizhong (R), executive vice president of the Chinese mainland's Association for Relations Across the Taiwan Straits (ARATS), shakes hands with Kao Kung-lian, vice chairman and secretary general of Taiwan's Straits Exchange Foundation (SEF), during the first expert discussion in talks on the Economic Cooperation Framework Agreement (ECFA), an economic deal which is expected to boost the cross-Taiwan Straits economic ties, in Beijing, capital of China, Jan. 26, 2010.ECFA is a wide-ranging economic pact to further normalize trade and investment ties across the Taiwan Strait, which Ma hopes to sign with the mainland this year to help fuel Taiwan's economic revival.The Chinese mainland is Taiwan's biggest trade partner, with an annual trade volume exceeding 100 billion U.S. dollars for the last two years.Given the huge amount of trade, a systematic mechanism was needed to solve problems when they arose between the two sides, according to Ma.Signing ECFA would help create 260,000 jobs in Taiwan, Ma said citing a local research institution.He also urged efforts to help the general public to know more about ECFA, especially low-income residents, people who work in small and medium-sized enterprises and those living in central and southern Taiwan.ECFA negotiations have no fixed schedule.
