(KGTV) -- A man died Friday after a fight broke out at a party in Chula Vista, police say.Chula Vista Police say they were called to the 1100 block of Ocelot Avenue around 11:30 p.m. to investigate a report of a loud party.After arriving on scene, bystanders directed officers to the 400 block of East Oxford in reference to a fight.When they arrived, police found two men bleeding from unknown injuries. CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916

(KGTV) – The Chula Vista Elementary School District’s administration team held a virtual meeting Friday morning that provided families with details on the district’s potential reopening plan.District officials said their plan is to ease students back in and give families the option to continue to learn virtually, on campus, or through a hybrid program.The first four weeks of the 2020-21 school year, scheduled to begin Aug. 31, will be online. After that period of distance learning, the district will assess the situation; allowing for a possible return to in-class instruction will depend on the level of active coronavirus cases in San Diego County.Superintendent Dr. Francisco Escobedo said a lot of prep work and planning has gone into the district's plan to reopen.During Friday’s meeting, he said, “We want our children to come back because we want in-person instruction. We believe it’s the best type of instruction there is, but we need to come back in a safe manner.”When students do make their return to school, campuses will look very different. The district spent millions of dollars on safety measures, including large sensors that take temperature and dispense sanitizer, large signs, personal protective equipment, and plexiglass dividers."We’ll have signage throughout the school depicting the type of behaviors we expect,” Escobedo added.According to Escobedo, the district has partnered with local company Kahala Bioscience to help conduct routine COVID-19 testing and identify ways to mitigate the spread of the virus.Escobedo said students will return when the county is at a low to medium risk for COVID-19, and when they do, only half of the students will be allowed back on campus with priority for those in K-3 grades.While digital learning is in place for the first few weeks of the school year, campuses will be used for child care through the YMCA, so teachers can utilize that service while in class.In preparation for digital learning, the district is still offering laptops to those who need them. (KGTV) -- A traveling caravan was one of several events that took place around San Diego County to commemorate Juneteenth.Angie Stuart, a retired Southwestern College professor, said with the current unrest she felt it was important to show support for the African-American community, so she organized a caravan.On Friday morning, cars were decorated with posters, balloons, and streamers.
