BEIJING, Sept. 24 (Xinhua) -- Premier Wen Jiabao's three-day U.N. visit this week has been fruitful as a major diplomatic effort at a time when new changes are emerging in the world economy and politics, Foreign Minister Yang Jiechi told reporters Friday.Wen was in New York from Tuesday to Thursday for the U.N. Summit on the Millennium Development Goals (MDGs) and the general debate of the 65th session of the U.N. General Assembly, a summit of the U.N. Security Council member states, and a high-level discussion panel on AIDS and MDGs. He also met with U.S. President Barack Obama on bilateral ties and regional and world issues, calling for more cooperation.Yang said Wen made the New York trip as the world economy stabilized and started to show improvement but the recovery remained unbalanced and was still not solid.The international community has, in general, made significant progress on meeting the Millennium Development Goals (MDGs), the minister said. he said, however, more imminent is the imbalance in international development and there are new challenges in international cooperation and development.The developing countries want more attention from the international community on the development issue, the minister said, and countries are ever more willing to promote peace, development and cooperation. TIANJIN, Nov. 7 (Xinhua) -- A senior Chinese legislator on Saturday said China is drafting a law to act to combat climate change, a move that signals the country's proactive role in honoring its commitment to curtailing emissions, among other measures, in tackling climate change."The responsibility of lawmakers is to urge the government to take concrete steps to meet its promises," Chen Zhili, vice chairwoman of the Standing Committee of the National People's Congress (NPC), told experts attending a two-day forum on climate change legislation being held in Tianjin beginning Saturday.Chen said despite a broad range of government issues, China is taking serious measures in dealing with climate change and has achieved remarkable progress.Chen said lawmakers will particularly base China's climate change legislation on a resolution passed by the NPC last August.The resolution says China will adhere to "the basic framework" set up in the UN Framework Convention on Climate Change (UNFCCC), signed by more than 150 countries in 1992, and the Kyoto Protocol, agreed to in 1997 by the majority of the international community, to set binding targets for developed countries to reduce CO2 emissions, along with the principles of UNFCCC-endorsed "common but differentiated responsibilities" as well as "sustainable development."Chen said many developing countries are gravely suffering from the damage caused by extreme weathers this year. GUANGZHOU, Nov. 7 (Xinhua) -- Authorities in south China's Guangzhou, host city of the 2010 Asian Games, Saturday said it will cancel a newly-launched free public transportation service due to the enormous public response, which might pose a security threat to the Asian Games.The government earlier this month launched the color-coding scheme for vehicles, effectively grounding half of the city's 2.1 million private cars and those entering the city each day during the Asian Games.As a remedy, free public transport service was to be offered for 30 working days beginning November 1.The offer was met with unprecedented enthusiasm from Guangzhou residents. For days, subway trains were often crammed and stations were full as swarms of people lined up to take a free ride.Now, officials with Guangzhou's transportation authorities said they had to rescind the offer as more than 8 million passengers took the subway on an average day beginning November 1, a figure "much, much higher" than the subway system was designed to carry.Further, traffic controls were put into force 144 times during the week, which "seriously affects the normal security checks required for the Games" and causes "great inconvenience," officials said.Guangzhou authorities plan to roll back the free-day scheme on Nov. 8 and replace it with a cash subsidy program in which each household in Guangzhou will receive 150 yuan as a transportation subsidy from the government.The Asian Games are scheduled to begin on November 12, featuring 11,700 athletes competing in 42 sports.
