One by one, the pups were pulled out of the building.One of the dogs was found unconscious but was treated and revived at the scene. WASHINGTON (AP) — The Trump administration has announced that it will release nearly billion in aid to Puerto Rico to help the island rebuild its electrical grid and repair schools from the devastation of Hurricane Maria three years earlier. In a statement, White House press secretary Kayleigh McEnany said .6 billion would be included for those projects. "Federal funding of .6 billion will allow the Puerto Rico Electrical Power Authority to repair and replace thousands of miles of transmission and distribution lines, electrical substations, power generation systems, office buildings, and make other grid improvements," McEnany said in the statement. "The billion grant for the Puerto Rico Department of Education will focus on restoring school buildings and educational facilities across the island."The announcement comes amid criticism that the assistance was overdue and being released now only for political purposes. The grant comes as President Donald Trump, who has balked at providing assistance to the island territory, and former Vice President Joe Biden court voters in Florida, which is home to a large population of people from Puerto Rico.In a press briefing on Friday, President Trump added that the aid package wasn't the only exciting thing happening in Puerto Rico - it was their pharmaceutical industry."We have spoken to various companies, and they are willing to go there," Trump said. "They want to have a little bit of help, but they are willing to go to Puerto Rico and Puerto Rico is going to be very exciting, let's going to happen. They were on the verge of doing it, and they took away all the incentives. I don't know how they allowed that to happen. It was very bad for Puerto Rico and the people of Puerto Rico. WASHINGTON (AP) — The Department of Homeland Security has asked the military to provide more help securing the U.S.-Mexico border, two defense officials said Friday amid a political standoff over President Donald Trump's demand for more money to build a border wall.The acting secretary of defense, Pat Shanahan, has not decided how to respond to the DHS request, but in the past the Pentagon has provided help when asked. At one point last fall there were nearly 5,900 active-duty troops along the border in Texas, Arizona and California to assist border patrol agents and to erect wire barriers. That number now is about 2,350.The defense officials said DHS asked for certain military capabilities, not any number of troops. It will be up to Shanahan to decide whether more active-duty troops are dispatched. The officials spoke on condition of anonymity because the request for assistance has not yet been fully processed.One of the officials said DHS wants the military to put up concertina wire as barriers along 160 miles of border. That would be in addition to 70 miles of concertina wire that combat engineers put up last fall. If the new work is taken on by the military, it might require an extension of the current deployment beyond its scheduled end Jan. 31. The official said DHS did not specifically ask for an extension, but it has not been ruled out.The troops have been erecting and reinforcing border barriers but are not performing law enforcement tasks or engaging with migrants. Some also have been providing transportation and logistical help as well as medical assistance to troops and to Customs and Border Protection personnel along the border.Many in Congress, including leading Democrats, have criticized the troop deployments as a waste of money and a misuse of military resources.Separately, there are about 2,200 National Guard troops deployed along the border. It is possible that some of those, or additional deployments of National Guard personnel, could be used to perform some of the work requested by DHS. 2049

West Jordan, UT (KSL) -- Police say two Salt Lake men took a teenage girl "partying" before taking turns raping her in the back seat of a car while she was passed out, all while a third man recorded it on a cellphone.Richard Djassera, 21, and Leclair Dodjim, 24, were arrested Tuesday by West Jordan police for investigation of aggravating kidnapping, rape, forcible sodomy, two counts of sexual exploitation of a minor, aggravated sexual assault and contributing to the delinquency of a minor.A 14-year-old girl met one of the men on Snapchat and struck up a conversation with him, said West Jordan Police Sgt. Joe Monson. That man originally represented himself as a 17-year-old, he said.On Sept. 8, the girl slept over at a friend's house and then sneaked out of the house to meet up with the man and two others, according to a Salt Lake County Jail report.The three men then drove the girl around, "partying, drinking," Monson said. The report says the men provided her with alcohol, then took her to a hookah bar and finally a house party.At some point, between 1 a.m. and 4:30 a.m., the girl — who was in and out of consciousness after drinking — was raped in the back seat of the men's car, Monson said.The report says two of the men assaulted her while the third recorded it."It appears (the girl) is passed out and/or unconscious throughout most of the video and clearly cannot give consent to anything that is happening to her," the report states."She woke up next morning, didn't remember much, was told by a friend that something had happened and called her parents," Monson said.The girl woke up in one of the men's homes and called a friend to come get her, he said.When the man who allegedly recorded the video was interviewed by detectives, he told them he saw what was happening and "thought it was funny so he recorded them having sex on his phone," the report states.As of Thursday, the investigation into the third man was continuing, according to police.The case is another reminder for parents to "be aware what your kids are doing on social media," Monson said.
