SACRAMENTO, Calif. (AP) — The California Senate will investigate a California utility's process for cutting off power to more than 2 million people to prevent wildfires.In a memo to the Senate Democratic Caucus on Thursday, Senate President Pro Tempore Toni Atkins asked the Senate Energy, Utilities, and Communications Committee to "begin investigating and reviewing options to address the serious deficiencies" with PG&E's current process of shutting off power to prevent wildfires.Atkins said an oversight hearing will be scheduled in the next few weeks.Last week, dry conditions and dangerous winds prompted PG&E to cut power to more than 700,000 customers to prevent its equipment from sparking wildfires.Gov. Gavin Newsom and other leaders said the outage lasted too long. Newsom has urged the utility to give rebates to affected customers and businesses. 877

SACRAMENTO, Calif. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

Roger Stone appeared on the InfoWars radio show the same day he sent an email claiming he dined with WikiLeaks founder Julian Assange -- and he predicted "devastating" upcoming disclosures about the Clinton Foundation.Stone's comments in his August 4, 2016, appearance are the earliest known time he claimed to know of forthcoming WikiLeaks documents. A CNN KFile timeline shows that on August 10, 2016, Stone claimed to have "actually communicated with Julian Assange."The comments also raise more questions about what Stone knew about WikiLeaks and about the veracity of his claims to have been in contact with Assange, which he now denies.On the August 4, 2016, InfoWars show, Stone described the soon-to-appear WikiLeaks disclosures. He also mentioned that he spoke with then-Republican nominee Donald Trump on August 3 -- the day before the interview. InfoWars is a fringe media outlet run by Alex Jones, who is known for spreading conspiracy theories.Stone wrote to former Trump adviser Sam Nunberg on August 4, 2016, that he had dinner with Assange the night before, according to a source familiar with the email exchange. The email was first reported by the Wall Street Journal on Monday. The Journal also reported that special counsel Robert Mueller is examining the exchange.Stone has said the email about the dinner was sent in jest and that he has never met or spoken with Assange.Stone further discussed the dinner with Nunberg over the phone, this source said. In that conversation, Stone told Nunberg that forthcoming leaks would be about the Clinton Foundation.In the interview with Jones on InfoWars, Stone said that he believed Assange had proof of wrongdoing at the Clinton Foundation."The Clinton campaign narrative that the Russians favor Donald Trump and the Russians are leaking this information, this is inoculation because as you said earlier, they know what is coming and it is devastating," Stone said in the InfoWars interview. "Let's remember that their defense to all the Clinton Foundation scandals is not that 'we didn't do,' but 'you have no proof, yes but you have no proof.'""I think Julian Assange has that proof and I think he is going to furnish it for the American people," Stone said.In an email to CNN, Stone again denied meeting with Assange."Airline and credit card records establish that I flew on Jet Blue from NY to LA on August 1 and returned from LA to Miami on August 3. SACRAMENTO, Calif. -- Governor Jerry Brown has agreed to deploy 400 National Guard troops at President Donald Trump’s request, according to the Associated Press.Brown specified that not all the troops will head to the U.S.-Mexico border and none will enforce federal immigration enforcement.The troops will focus on fighting drug crime, firearms smuggling and human tracking, a letter sent to the Trump by Brown Wednesday said.Brown said the troops will not help build a wall or “detain people escaping violence and seeking a better life.”Trump has said he wants up to 4,000 troops to be sent to the border to combat illegal immigration and drug trafficking.Brown said the deployment will happen pending review and approval of the federal government. 758

(AP) — California lawmakers sent the governor a bill Wednesday that would give new wage and benefit protections to workers at so-called gig economy companies such as Uber and Lyft where people pick up jobs on their own schedule.The 56-15 Assembly vote marked a victory for labor unions and a defeat for tech companies that vehemently oppose the proposal.Democratic Gov. Gavin Newsom has already said he supports it.If signed, the proposal could have national implications as politicians and businesses confront the changing nature of work in the so-called gig economy.In a rare injection of presidential politics into a state issue, most of the major Democratic presidential contenders urged California lawmakers to pass the bill and have championed similar proposals in their campaigns."This isn't perfect, but I think this goes a long way to protecting workers, legitimate small businesses, legitimate businesses that play by the rules, and we as taxpayers that have to clean up the mess when these businesses don't provide enough for their workers," said the author of the bill, Democratic Assemblywoman Lorena Gonzalez, her voice shaking with emotion Wednesday.Newsom is committed to continuing talks on other refinements even after he signs the bill, said governor's spokesman Nathan Click,The state Senate passed the measure with a 29-11 vote late Tuesday over strident Republican opposition.The bill has drawn staunch opposition from on-demand delivery and ridesharing companies that say it will effectively kill their business model.Drivers are divided on the issue.By picking which industries can use independent contractors and which workers must be treated as employees, "we are playing a political Russian roulette with their lives, their livelihood and their labor," said Republican Assemblyman Jim Patterson of Fresno.The bill would put into law a California Supreme Court decision making it harder for companies to classify workers as independent contractors and instead would make them classify the workers as employees.While its impact on gig economy companies has drawn most of the attention, it would affect a wide array of industries."Today these so-called gig companies present themselves as the so-called innovative future of tomorrow," Democratic Sen. Marie Elena Durazo of Los Angeles said as she presented the bill in the Assembly late Tuesday. "Let's be clear. There is nothing innovative about underpaying someone for their labor."The law lays out a test to decide if workers can be labeled as contractors. They worker must be free from control of the company, perform work "outside the usual course of the hiring entity's business," and be engaged in an independently established trade, occupation or business of the same nature of the work they are performing.Uber, Lyft and meal delivery companies such as Doordash and Postmates still hope Newsom can negotiate a new proposal with unions that would create a separate set of rules for gig workers.They have proposed a base hourly for workers, paying into a fund for benefits including accident coverage and allow for "sectoral bargaining," where workers across the industry could organize. Several of the companies have threatened to spend million on a ballot measure next year if they do not get their way.They've argued that making their workers employees would limit workers' abilities to work flexible hours of their choosing.Gonzalez says nothing in the law forces the companies to eliminate worker flexibility. As employees, the workers would be entitled to minimum wage and benefits such as workers compensation, unemployment insurance and paid leave.Federal law still considers gig workers independent contractors, so it's unclear if a state law making them employees would allow workers to unionize.Sen. Mike Morrell of Rancho Cucamonga was among Republican opponents of the bill, many of whom told emotional stories of their own entrepreneurial success."This is just another assault on the free market, and again, it is a slouch toward socialism when government controls what business does," Morrell said. 4125
