SAN DIEGO (KGTV) -- Deputies credited hikers for calling 911, saving a man who had fallen through the ice at Big Laguna Lake Sunday morning. The San Diego County Sheriff’s Department received a call around 11:45 about a man who trapped in the lake after falling through ice. According to the department, the man, who is in his 60s, tried to ski on the ice, but fell in because the ice was too thin. A helicopter was able to quickly descend on the lake, lowering a flotation device down to the man. “He knew he didn’t have much more in him. He knew he had to get out of that water. He didn’t have much time,” Deputy Bill Liniewicz said. RELATED: Man dies on Lincoln Park sidewalk, police sayCal Fire and San Diego Sheriff’s Department all worked together on the rescue. Video from the scene shows a helicopter lowering a rescue device down to the man trapped in the water. Cal Fire took to social media following the incident to warn of the dangers near bodies of water as people swarm to see the recent snow that fell on the San Diego County mountains. “If visiting the snow please remember to stay away from all bodies of water and stay on designated trails,” the agency said. 1186

SAN DIEGO (KGTV) — Documents show the man accused of pummeling a teenage Syrian refugee on a trolley car has a history of run-ins with authorities.On Oct. 15, Adrian Vergara was accused of the crime after approaching the teen and asking him if he's Mexican."He responded, no I am Arab. He does not speak a lot of English, and with that response the person began to pummel him in the face," Geneviéve Jones-Wright, Legal Director, Partnership for the Advancement of New Americans, said.Tuesday, San Diego Police said they had arrested Vergara on suspicion of assault with force and violation of civil rights.RELATED: Man accused of attacking Syrian refugee aboard trolley car arrested10News dug into Vergara's background and found a history of violent incidents. In 2012, court documents say Vergara threatened a man with a billy club. He did community service in the South Metro Career Center. A letter says he worked well there with special needs students as well as general students. A certificate also showed he completed a 12-hour anger management program in 2013 and was called an outstanding professional candidate.RELATED: Teen attacked on trolley in possible hate crimeIn 2015, a case was dismissed accusing Vergara of attacking another man. And in 2016, he was charged with grand theft and burglary for breaking into the Central Library.Later that year, documents say Vergara violated a restraining order against his ex-girlfriend, kicking her front door, texting her and in a phone call, cursing at her and saying, "if you don't talk to me I'm going to go to your job and cause a scene. I don't care about my life." Documents show he called her 20 times in 30 minutes.Court documents also show a carjacking charge at the beginning of 2017.In October 2017, Vergara was charged for beating up a man and given a stay away order from the MTS Imperial Transit Center.The most recent document shows he violated a court order, put in place to prevent domestic violence in January 2019. 1996

  

SAN DIEGO (KGTV) -- Family, friends and fellow Airmen gathered to pay a final salute to a San Diego Air Force pilot killed in a training accident last month. Second Lieutenant Travis Wilkie was buried with full military honors today at Miramar National Cemetery. It was a somber scene as a horse-drawn carriage arrived with the casket carrying the 23-year-old graduate of the Air Force Academy in Colorado. Wilkie's parents, sister, and new wife, Peyton looked on as members of the Base Honor Guard escorted the flag-draped coffin. Two T-38 Talon jets were landing in formation when something went wrong. Wilkie excelled in everything he did. He was a standout baseball player and honors student at La Jolla Country Day School. He continued playing ball and setting records at the Air Force Academy. He graduated from the academy in 2018 and was just weeks away from getting his wings, according to a statement by the family. Wilkie and his girlfriend had just married in October. Peyton is also in the Air Force. Military officials say it could be a couple of months before they know what caused the crash. 1308

  

SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist.  “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services.  In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals.   Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds.  According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies.  Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says.  Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds. For more information about Bradley Investigative Services click here.For more information about Dan Zimberoff click here. 3193
