Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill. NATIONAL CITY — SAN DIEGO (KGTV) - Trash is increasing along San Diego freeways and homelessness appears to one of the driving factors, Caltrans reports.Caltrans officials held a news conference Thursday to raise awareness of the growing problem and encourage people to do the right thing. While Caltrans has no statistics, the agency says its crews are seeing more homeless encampments along local freeways, especially through urban areas, and officials believe that's contributing to the increasing litter. "The encampments in the right of way do generate trash," said Mario Orso, Project Director for Caltrans in District 11, which covers San Diego and Imperial Counties. He stood along an on-ramp to I-805 in National City as it was being cleaned by a contracted litter crew. Orso and other Caltrans officials said along with more homeless encampments producing trash, the problem appears to be on the rise from drivers as well, especially those transporting loads of trash or refuse to landfills without properly tying down their loads. San Diego is not alone, Orso said, as Caltrans officials up and down the state are holding news conferences to increase awareness and encourage people to act responsibly.Orso said trash pickup along freeways puts those who have to clean it up, like Caltrans workers, contractors and corrections inmates, at risk. Caltrans says most of the trash is in metro areas along the 5 and 805.They're urging volunteers to get involved through the Adopt a Highway program; helping clean up a section of highway on their choosing on a periodic basis. 1589

NATIONAL CITY, Calif. (KGTV) - The city of National City set a record in the 2019 Fiscal Year for the amount of grant money they received to pay for road upgrade projects.According to information provided to 10News, National City got around million for what they call "Active Transportation" projects."If we don't get these grants, we're basically just doing roadway maintenance for the next year," says City Engineer Steve Manganiello.The grants will pay for a long list of projects focused on improving bike lanes and pedestrian walkways throughout National City. This comes as cities all across San Diego work to reduce greenhouse gas emissions by emphasizing alternative forms of transporation over driving."We need to give people that don't have acces to vehicles a safe network to bike, to walk and to use transit," says Manganiello. "I think we're well on our way."The city won 14 competitive grants in fiscal year 2018-19, which ends July 1. City Manager Brad Raulston says a unique combination of cooperation, need and preparation made it happen."We're the right size in terms of being small enough that we collaborate well," says Raulston. "We all work closely together.
