"As the developing countries are at similar levels of development and facing similar economic and social development problems, they can better appreciate the development needs of each other.""China supports the 'Beyond Aid' initiative proposed in the UN secretary-general's report and emphasizes the need for enhanced policy coherence, host country ownership and capacity building over cash assistance," he said."With the concept of 'blood generation over blood transfusion', China believes that it is better to help host countries build long-term sustainability than to resort to short- term interventions and be overly dependent on foreign aid," he said. "An integrated and holistic approach should therefore be adopted by incorporating trade, investment, technology transfer, capacity building and other elements into the development policies. BEIJING, July 12 (Xinhua) -- Thousands of Chinese have joined a heated discussion about new rules that are designed to curb corruption and increase transparency about the assets of government officials.A regulation that took effect Sunday extends the list declarable assets for officials and introduces dismissal as the maximum penalty for failing to report assets honestly and promptly.The regulation adds six more items to the list of declarable assets issued in 2006, bringing the total to 14. The new items include incomes from sources like lecturing, painting and calligraphy; homes owned by spouses and children; and equities and investments owned by officials, their spouses and children.A FIRM STEPThe new rules have struck a public chord and almost 50,000 people had left comments on China's two biggest Internet portal websites on Monday. Thousands more were joining the discussion on other news sites and discussion forums.More than 36,500 people had made online comments on a news entry about the regulation on leading portal Sohu.com as of 1:30 p.m., and more than 11,000 comments on an entry at Sina.com.cn.Most of the published postings welcomed the new rules, but some said they should go further."The fight against corruption has a long way to go, but I am really glad to see each firm step taken by the central authorities," said a posting from Shanghai on Sina."We want to see more detailed provisions and harsher punishments in the rule," said a post by "Shihuiwen 197" on Sohu.The regulation was issued by the General Office of China's State Council and the General Office of the Communist Party of China (CPC) Central Committee.It requires officials at deputy county chief level and above to annually report their assets, marital status and whereabouts and employment of family members.It also empowers local provincial level CPC committees and governments to expand the regulations to officials below deputy county chief level.A CPC statement said Monday that most village or town chief level officials are prone to power-for-money transactions and corrupt actions as they are dealing with practical issues involving personnel, finance and materials.But as there are a large number of them, requiring all of them to report personal information will require much work and high costs, said the statement jointly issued by the CPC Central Commission for Discipline Inspection (CCDI) and the CPC Central Committee's Organization Department.So the central authority left the decision to local governments to decide based upon their own conditions, it said.New requirements for officials to report homes and investments reflected the need to change disciplinary structures in line with changing social and economic values, said Professor Liu Chun, deputy dean of the Graduate Institute of the Party School of the CPC Central Committee.

GUANGZHOU, Aug. 9 (Xinhua) -- A man who had allegedly shot dead four people including two traffic policemen last month in south China's Guangdong province went on trial on Monday.The trial opened at an intermediate people's court in Jieyang City, where the suspect is charged with killing the two traffic police officers on July 5.Hu Yihua, the suspect, 29, was involved in two murder cases, police said.He robbed and shot dead a couple at a cinema parking lot in Yiwu City, Zhejiang province, at midnight July 3, and then fled to Guangdong in the victims' Lexus sedan. He disguised the car license plate and then discarded it.While sleeping in the sedan at a highway service zone on July 5, Hu was cornered by two traffic policemen on patrol duty in Jieyang as the car was without a license plate. He shot them dead and fled to Fujian, where he was nabbed on July 8 after more than one thousand police personnel were mobilized in the search for him.The sedan that Hu had stolen, a loaded pistol and identity cards of the slain police officers were found in Hu's possession.The court did not say when it would rule on the case.

BEIJING, Aug. 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu Saturday cautioned against more rain-triggered disasters such as flood and mudslide during the rain season, and demanded for strengthened preventive measures.Currently most parts of the nation is experiencing the flood season when geological disasters becomes rampant, especially in the mountainous areas in the western region, Hui told a national meeting on geological disaster prevention on Saturday.He said authorities should keep a clear mind on the grim situations and step up efforts to prevent and fight the disaster with scientific methods.Massive mudslides hit northwestern China's Zhouqu County in Gansu Province on Aug. 8, with death toll rising to 1,239 as of 4 p.m. Saturday, and 505 are still missing.On early Saturday, at least 38 people were missing after rain-triggered floods and landslides ravaged Wenchuan County in southwest China's Sichuan Province, the epicenter of an 8.0 magnitude earthquake which left about 87,000 people dead or missing more than two years ago.Hui has called for all-out rescue efforts in Wenchuan County's mudslide. He asked local authorities to promptly evacuate residents, and speedily restore transport and telecommunication facilities in the area.The Vice Premier asked the local water, meteorological, and land authorities to closely monitor the situation and issue prompt forecasts and warnings on the floods and rain.Monitoring geological risks should be immediately launched in the towns, villages, and areas along roads and railway tracks, Hui said.Dangerous zones should be marked and people should be prevented from entering such risky areas.Hui said more work was needed to be done to ensure residents have food to eat and water to drink. Shelters and medical access should also be priorities for those affected.Further, the Vice Premier asked local officials to intensify hygiene work in order to prevent epidemics.
