(AP) — A divided U.S. appeals court has ruled that the Trump administration can end humanitarian protections that have allowed hundreds of thousands of people from El Salvador, Nicaragua, Haiti and Sudan to remain in the United States. The 9th U.S. Circuit Court of Appeals on Monday lifted a preliminary injunction that had blocked the government from ending Temporary Protected Status for people from those four countries. Since 1990, the policy has granted temporary legal status to people from countries affected by natural disasters and civil conflict. Police in Washington, D.C. released body camera video Thursday from the shooting death of 18-year-old Deon Kay.Police said the incident began Wednesday when Kay and his friends brandished firearms on a social media livestream. Officers located where the livestream was taking place, drove to the scene and found the group.Less than 10 seconds after arriving on the scene, Officer Alexander Alvarez fired the fatal shots that killed Kay.According to D.C. Metropolitan Police Chief Peter Newsham, Alvarez was chasing another suspect at the time of the shooting."When he turned around, that's when Deon Kay approached him and displayed a handgun, and in response to that, the officer fired one round," Newsham said. "Unfortunately, Deon Kay lost his life."Alavarez had been with the department for two years prior to the shooting. All officers involved in the shooting were placed on administrative leave, which is department policy.Police also said that Kay threw his gun away prior to being shot. Officers found it 90 feet away from his body."I know that he's validated gang member from the area and I know that he's had multiple touches with the criminal justice system," Newsham saod. "I'm pretty sure Deon Kay fell through multiple safety nets before yesterday afternoon."Washington, D.C. PINE VALLEY, Calif. (KGTV) -- A woman was arrested Wednesday for reportedly trying to smuggle 160 packages of methamphetamine with her kids in the car. According to Border Patrol, the woman was traveling through the Interstate 8 checkpoint when agents used a K-9 to sniff the vehicle. The woman was sent to a secondary inspection for further examination after a K-9 alerted agents. After searching through the vehicle, agents found bundles of meth hidden in the rear cargo area, rear bumper, center console and all four doors as well at the vehicle’s spare tire. The woman, a 32-year-old U.S. citizen, was arrested and her minor children released to family members. The incident comes one day after another woman was arrested in East County for reportedly trying to smuggle methamphetamine with her 6-year-old son in the car. “This is the second event this week where drug smugglers used children as a diversion,” said San Diego Sector Chief Patrol Agent Douglas Harrison. “I am proud of our agents’ dedication.
