BEIJING, Feb. 26 (Xinhua) -- The China Banking Regulatory Commission (CBRC), the banking regulator, said Friday it would introduce four measures to facilitate the development of rural financial institutions.The CBRC would improve supervision of rural financial institutions, strengthen risk management, encourage their adopting effective corporate governance model, and evaluate the quality of their services, said Zang Jingfan, the supervision department director of the CBRC.China approved a total of 172 new-type rural financial institutions, including 148 rural banks, 8 lending firms and 16 rural mutual cooperatives by the end of 2009, according to Zang.Outstanding loans by these institutions totaled 18.1 billion yuan, of which 36 percent went to farmers and more than 50 percent to small businesses, he said.The government has been trying to boost lending to farmers and companies in the countryside, and the CBRC announced last year a plan to set up 1,293 rural financial institutions by 2011 to boost rural development.

He had collected more than 830,000 pieces of military archives, which was regarded as a special contribution to the army.Despite being diagnosed with terminal cancer in 2008, Liu continued to work hard. SHANGHAI, Feb. 9 (Xinhua) -- Chinese bankcard holders' consumer confidence in January was up year on year, according to an index issued jointly by China Unionpay and Xinhua News Agency on Tuesday.The Bankcard Consumer Confidence Index (BCCI) stood at 86.81 in January, 2.44 points higher from the same period last year, and stayed at basically the same level as December 2009, said the index report.The increasing consumer confidence mainly stemmed from China's steadily improving macroeconomic conditions, the report said.China's economy resumed a double-digital growth in the fourth quarter last year, pushing the annual figure beyond the government target of 8 percent at 8.7 percent.The index also resulted from an increase of 9.1 million urban jobs and a higher-than-8-percent income rise for urban and rural residents in 2009, according to the report.The report also attributed the rising confidence to people's growing demand during the New Year and the approaching Spring Festival, the Chinese lunar new year, which falls on Feb. 14 this year.The report said China Unionpay would release the BCCI index on a monthly basis starting 2010.
